The purpose of this paper is to examine the main theme of phenomenology and its implications for the methodology. Behavioralism asserts value-free and persists methodological monoism. Phenomenological approach persists in value-oriented and methodological dualism. It makes a profound study of inner world of human being that behavioralism pass over. Police Science deals with very "subjective" topics and must rely upon "interpretation" of results. The study of Police Science must move somewhat away from its concern with legal-historical, structural, and behavioral aspects of the field to a focus upon phenomenological research methodology.
