사회과 논쟁문제 수업에서 교사의 정치적 중립성 관련 준거와 교육적 함의 = Educational Implications of Teacher's Political Neutrality in Social Studies Class with Controversial Issues

국문 초록 (Abstract)

사회과 논쟁문제 수업에서 정치적 중립 문제 제기 가능성은 교사의 수업 계획과 실천에 두려움을 부여하며 자기검열을 하게 하는 등 교사의 자율성과 관련한 많은 문제를 낳는다. 이 연구에서는 사회과 교사가 논쟁문제 수업에서 경험할 수 있는 정치적 중립 관련 상황에 적용할 다양한 준거를 파악하고, 이를 바탕으로 논쟁문제 수업에 주는 교육적 함의를 정리하려 한다. 먼저, 사회과 논쟁문제 수업에서 정치적 중립과 관련하여 ‘헌법과 법률 준거’, ‘교육과정 준거’, ‘독일 보이텔스바흐 합의 준거’, ‘한국의 사회과교육학계 연구 준거’를 살펴본다. 이를 바탕으로 논쟁문제 수업에서 ‘균형적 자료 구성’, ‘교육과정 재구성을 통한 논쟁문제 주제 구성’, ‘가치편향적 자료를 배제하기 위한 절차적 노력’, ‘교사 공동체를 통한 수업자료 개발과 협의’, ‘강압이 아닌 동료 시민으로서 교사의 입장표명’, ‘공동체 가치를 고려한 교사의 수업 안내 역할’ 등이 정치적 중립과 관련하여 교육적으로 중요하게 고려되어야 함을 제안한다. 더불어 여기서 제안한 관련 논의가 사회과에서 논쟁문제 수업을 제한하거나 축소하는 요인으로서가 아니라, 학생과 교사 모두의 안전을 위한 요인으로서 작동하길 기대한다.

다국어 초록 (Multilingual Abstract)

The expectation of political neutrality in social studies classes with controversial issues makes it difficult for the teachers to conduct their classes and raises problems related to the teachers' autonomy due to self-censorship. This study attempts to identify the political neutrality contexts in which social studies teachers may encounter controversial issues and present the references that are related to them. In addition, based on that, we will try to summarize the educational implications of the debate on those problems in class. First of all, the references related to the political neutrality when encountering controversial issues in class are deemed “constitutional”, “Beutelsbacher agreement”, “reorganization of the curriculum”, and “social studies education academic research.” Accordingly, it was found that “balanced data composition,” “selection of controversial topics through reorganization of the curriculum,” “procedural efforts to filter out value-biased data,” “developing instructional materials through the teachers’ community discussions,” “free expression of the teachers’ positions as fellow citizens, not rulers,” and “conducting classes while considering community values” are important in relation to political neutrality. In addition, it is expected that what is presented here does not constitute an attempt to limit or reduce the controversial issues discussed in class, but rather as a criterion to conduct safe classes for both the students and the teachers.
