위기 상황에서 교육행정 원리의 재구성과 적용: 코로나 상황 분석을 중심으로 = Reconstructing the Principles of Educational Administration in Crisis: Focusing on the analysis of the COVID-19 situation

국문 초록 (Abstract)

코로나19는 새롭게 발생한 위기 상황으로 기존의 교육행정 원리의 적용을 어렵고, 모호하게 하였다. 과거 교육행정의 원리에 대한 논의는 관점에 따른 추가적 원리의 증가가 있었을 뿐, 위기 상황의 경험을 반영한 논의에 의한 교육행정 원리의 추가는 이루어지지 못하였다. 그러나 코로나19는 급격한 ‘교육 멈춤’이라는 변화를 가져왔고, 교육 멈춤에 부분적으로 교육행정 원리 적용의 문제가 있었다는 것을 부정할 수 없다.
이 논문은 코로나 상황에서 교육행정의 원리에 더 추가될 원리와 수정될 원리에 대해 논의하였다. 이 연구를 위하여 국내외의 논문과 언론 기사 등의 자료를 분석하였다. 논의된 바를 기준으로 위기 상황에서 적용 가능한 교육행정의 주요한 원리를 합법성, 민주성, 효율성, 합목적성, 안정성, 책무성, 교육적 안전성으로 추론하였다. 그리고 이를 토대로 이 연구의 추론 모형을 구성하였다.
연구의 결과, 코로나의 경험은 위기 시 교육행정 원리의 변화가 필요하다는 점을 각인시켰다. 따라서 위기 상황에서 합법성, 민주성, 안정성, 효율성, 합목적성, 책무성을 포함하는 교육행정의 원리는 교육적 안전성 원리를 포함하여 재구성될 필요성이 있다. 즉, 코로나19 위기 경험을 통해 위기 상황에서도 혼란을 최소화할 수 있는 교육행정 원리를 제안함으로써 우리나라 기초교육의 지속가능성을 유지하고 위기에 취약한 지역 및 학생 간 격차를 조금이나마 줄이는 데 도움을 줄 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

COVID-19 is a new crisis situation that has made it difficult and ambiguous to apply the existing principles of education administration. The discussion of the principles of educational administration in the past was only an increase in additional principles according to the perspective, but the addition of the principles of educational administration through empirical discussions in crisis situations has not been made. However, COVID-19 has brought about a rapid change of 'education stop', and it cannot be denied that there was a partial impact of educational administration on the education stop.
This paper discussed the principles that will be added to the principles of educational administration in the COVID-19 situation and the principles that will be modified. For this study, data such as domestic and foreign papers and news media articles were analyzed. Based on what was discussed, the main principles of educational administration applicable in crisis situations were inferred as legitimacy, democracy, efficiency, purposefulness, stability, accountability, and educational safety. And based on this, the inference model of this study was constructed.
As a result of the study, the experience of COVID-19 has imprinted the need to change the principles of education administration in times of crisis. Therefore, in a crisis situation, the principles of education administration, including legitimacy, democracy, stability, efficiency, purposefulness, and accountability, need to be reconstructed including the principles of educational safety. In other words, by proposing educational administration principles that can minimize confusion even in crisis situations through the experience of the COVID-19 crisis, it will be able to help maintain the sustainability of basic education in Korea and narrow the gap between regions and students vulnerable to crisis.
