'La Commission ouvriere de 1867' had been organised under auspice of the government of Napoleon III, which held the Universal Exposition of Paris in 1867. But the Commission decreased the influence of the established Proudhonist leadership within the French branch of First International, and gave a main arena of activity to the emerging Collectivists without regard to the initial intention of the government. As a result, the Collectivists could diffuse their thoughts to the Parisian workers' delegations gathered in the Commission. And they increased their practical powers on the basis of the actual workers' movements through the contact with the delegations.
Certainly, it can not be said necessarily that the mutations of the French Internationalists was provoked only by the activities of the Commission. Also, other main causes were the active participation into the strike wave by the Internationalists from 1867 and the changing perceptions of working people on the International due to these activities.
However, at the same time with these circumstances, the Commission was constituted and the new generation of the French Internationalists joined it. And so this generation could gain the actual powers to substitute for the Proudhonist leaders of French International. In doing so, the French International under the leadership of this Collectivist generation had been able to multiply their effectives and organising force despite of twice persecutions of government in 1868 and retain their forces until they had been collapsed by third persecution and the outbreak of Franco-Prussian War in 1870.
