중앙부처 정책과정의 이론적 모형화 연구 - 근거이론적 접근 - = A Policy Process Model in the Central Governments: Grounded Theory Approach

국문 초록 (Abstract)

본 연구는 한국 중앙부처의 정책결정과정을 설명하기 위한 이론적 모형화를 탐색하는 데에 목적을 두고 있다. 연구자는 한국적 정책과정모형의 구축에 있어서 현실과의 부합성을 제고하기 위하여, 질적ㆍ귀납적 접근에 바탕을 두고 있는 근거이론의 방법론을 적용하였다. 이를 위해, 약 81명의 실무가들에 대한 심층인터뷰와 참여관찰 등 다각적인 자료수집이 수행되었다. 분석결과, ①의제결정단계, ②내용구체화 및 명분ㆍ논거 마련단계, ③외부조정 및 협상ㆍ거래 단계, ④합법화 단계, ⑤집행 및 사후조정(갈등관리) 단계의 5가지 절차를 탐색하였다. 더하여, 한국의 정책과정을 둘러싼 다음과 같은 특질을 식별하였다. (1)첫째, 대통령과 청와대를 정점으로 하는 엘리트 연합이 정책과정에서 지배적인 독립변수성을 지닌다. 정책은 ‘엘리트연합’이 사전조율 한 의제를 이론적 명분을 마련하여 관철시켜가는 과정을 뜻한다. 이에 주요 정책자원은 ‘합리성’보다는 ‘정당성’에 있다. (2)둘째, 정책과정의 주요 동력은 ‘명분’이며, 이에 서구의 관리제도(예. 평가제도)를 명분화의 도구로 원래의 취지와 다르게 변용하여 활용하는 경향을 보인다. 학계는 정부용역과 수탁사업에 의존성을 가지며, 이에 명분화의 외부조력자의 역할을 한다. (3)셋째, 미국의 정책엘리트가 정부-의회-이익집단의 동맹구조에 초점을 두는 것과 달리, 한국의 정책엘리트는 정권창출의 과업 기여도에 따라 (재)구성된 정권-정부-학계-의회-언론의 동맹구조를 중심축으로 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore a theoretical model to explain the policy-making process of Korea's central government. The researcher employed the qualitative-inductive approach such as grounded theory method to enhance the correspondence with reality in constructing the policy process model. Toward this end, in-depth interviews on 81 relevant personnel were conducted to collect data, and qualitative coding was performed on the data using Altlas.ti QDA software. The results identified five procedures: ① agenda decision stage, ② materialization and justification, argument preparation, ③ external adjustment, negotiation, and transaction stage, ④ legalization stage, and ⑤ execution and post-conciliation (conflict management) stage. In addition, the following characteristics surrounding the Korean policy process were identified. (1) First, the elite coalition, with the president and blue house at its peak, has the dominant independent variable in the policy process. Policy refers to the process by which the elite coalition prepares and implements theoretical agenda. The main policy resource is 'justification' rather than 'rationality'. (2) Second, the main driving force of the policy process is 'justification', which tends to use the Western management system (eg evaluation system) as a tool for justification. Academia has a dependency on government services and entrusted projects, which serve as external facilitators of justification. (3) Third, in contrast to the US policy elite focusing on the alliance structure of the government, parliamentary, and interest groups, the policy elite in Korea was (re)formed by the contributions of the creation of the regime. The focus is on the media alliance structure.
