In spite of the rapid growth of information and communication technology (ICT), however, the possibility of a digital divide seems to be widened between information rich and information poor. and finally the government has been concerned with the issue of a digital divide. The purpose of this study is to examine the relationship between ICT and welfare, to overview the government's attempt to improve people's lives through ICT, and to evaluate the equity of programs for information welfare.This study takes as a central premise that the ability to access. adapt, and create new knowledge using new ICT is critical to human's welfare in today's era. A starting point has been the concept of a digital divide, used to refer to the gap between those who do and do not have access to computers and the Internet.
