어떤 대중음악가들이 지속적 예술활동을 전망하는가? : 안정적 예술활동 전망에 있어 사회자본의 효과 = Which Popular Music Artist Anticipate Continuous Art Activities? : The Effect of Social Capital on Stable Artistic Prospects

다국어 초록 (Multilingual Abstract)

This study examines whether human capital and social capital have a significant effect in forecasting stable artistic activities. Especially, we have also empirically verify whether an artistic network have a meaningful effect in forecasting stable artistic activities for freelance contract artist, which is a universal form of contract in the art labor market. Based on the 『Survey of Artists in Seoul in the Digital Age』 conducted in 2017, the result of empirical analysis reveals that experience of discontinuing artistic activities due to unstable employment status and the potential of artistic skill have a significant impact in forecasting stable artistic activities. Furthermore, for freelance contract artists, the size of the influential network that indicates the amount of relationship with influential people in artistic network has a positve impact on the prospects of stable artistic activities in the future. Therefore, welfare policies for artists need to consider not only securing stable income, but also helping artists ain easier access to the core networks of the art labor market.

국문 초록 (Abstract)

이 연구는 2017년에 한국노동연구원 지원으로 실시된「디지털 시대의 서울지역 예술인 실태조사」자료를 바탕으로 예술인의 인적자본과 사회자본이 예술활동 경력을 전망하는 데 어떤 영향을 미치는지 탐색하였다. 분석 결과, 불안정한 고용과 불규칙한 작업기회로 인한 예술활동 중단경험과 더불어, 인적자본 요소라 할 예술적 테크닉 관련 잠재성이 지속적인 예술활동을 전망하는 데 중요한 요인으로 도출되었다. 한편 예술시장에 광범하게 퍼져 있는, 고용관계에 기반을 둔 조직자원을 결여한 프리랜서 예술인들의 경우, 보유하고 있는 예술인 영향력 연결망의 크기가 향후 안정적인 예술활동을 전망하는 데 영향을 미치는 것으로 나타났다. 이러한 분석 결과는 기초 소득보장에 국한된 기존 예술인복지정책이 보완될 필요가 있음을 시사한다. 즉 예술노동자들의 지속가능성을 제고하기 위해서는 이들이 기초 소득보장을 넘어 급변하는 기술환경에 대한 적응도를 높이는 예술적 숙련을 지원하는 한편, 조직자원을 결여한 진입 및 경력형성기 프리랜서 음악가들이 예술노동시장의 주요 관계망에 보다 평등하고 용이하게 접근할 수 있도록 돕는 기존 정책도구의 확장이 필요하다.
