공공부문의 ESG 도입 활성화를 위한 탐색적 연구 = Exploratory study to promote ESG adoption in the public sector

국문 초록 (Abstract)

민간기업 뿐 아니라 공공부문에서도 꾸준히 논의되어 왔던 지속가능경영, 사회적 책임, 사회적 가치에 관한 담론은 최근 ESG 경영으로 새롭게 화제가 되고 있다. 기존에 논의되어 왔던 개념들과 본래적 맥락은 유사한 ESG는 기업들의 지속 가능한 경영을 위한 환경, 사회, 거버넌스 세 가지 영역에서의 활동에 대한 개념을 의미한다. 공공부문의 ESG 도입이중요한 이유는 우리나라에서 공공부문이 차지하고 있는 규모의 방대함과 영향력을 고려하였을 때, 공공부문에서 어떻게ESG를 구현하는가에 따라 민간에 미치는 파급효과가 크게 달라질 수 있기 때문이다. 본 연구는 공공부문에 ESG 경영을어떻게 접합하여 이끌어 갈 것인가 중장기적인 설계가 필요한 시점에서 거버넌스 관점으로 해외에서의 ESG 추진 사례를 살펴보았다. 공공부문의 가장 중심 축이 되는 중앙정부, 지방정부, 공공기관의 해외사례를 살펴봄으로써 우리나라 공공부문에 필요한 시사점을 도출하였다. 중앙정부 차원에서는 미국의 연방정부 수준의 연방 회계 기준 자문 위원회와 정부회계기준위원회에서 공시와 관련한 가이드라인 개발을 다루었다. 선도적인 운영이 이루어지는 사례로 지방정부는 캐나다의 몬트리올이 지역 커뮤니티 대상의 ESRG 프레임워크 개발과 운영, 공공기관은 영국의 인프라은행 운영시 고려하는 프레임워크 활용 사례를 선정하였다. 이를 요약하면 국제적, 국가적 규범과의 일관성 제고, 다양한 이해관계자의 참여와 조정, 지속적인 환경 변화에 맞춘 관리작업이 필요하다는 점을 찾아내었다.

Emerging as a salient theme within the context of ESG(Environmental, Social, and Governance) management, the significance of introducing ESG priciples within the public sector is particularly noteworthy in the context of Korea. Considering the substantial size and influence of the public sector, the ramifications of how ESG practices are adopted in the public sector can exert a substantial impact on the private sector.
This study examines ESG adoption cases overseas from a governance perspective at a time when mid- to long-term design is needed on how to integrate and lead ESG management in the public sector, By examining cases of the central government, local governments, and public institutions, which are the central axes of the public sector, necessary implications for Korea's public sector were derived. We select the Federal Accounting Standards Advisory Board and Governmental Accounting Standards Boards for the federal level in the United States that dealt with the development of guidelines of ESG disclosure. For the local government, Montreal, Canada was selected as an example of developing and operating the ESRG framework for local communities, and the UK's Infrastructure Bank for public institutions, as the framework development case was selected. In summary, we found that it is necessay to improve consistency with international and domestic norms, participate and coordinate diverse stakeholders, and management tasks are tailored to the evolving environmental landscape.
