일본·미국·영국의 빈집 관련 제도에 관한 연구 = A Study on the Management System for Vacant Houses of Japan, United States, and United Kingdom

다국어 초록 (Multilingual Abstract)

As the number of vacant houses increases, it begins to draw public attention. This study aims to provide the implications to construct effective policies related to vacant houses based on the analysis of the vacant housing policies of Japan, United States, and United Kingdom. Particularly, we find out that each country has different perspectives of awareness and management purpose for vacant houses, and examine its effect of management system on vacancy problems. While Japan, United States, and United Kingdom set goals based on the current conditions and develop specific strategies for vacant and abandoned houses, the system of administrative role for vacant houses in Korea is ambiguous and the present laws and regulations related to vacant houses are inadequate. This study suggests to define vacant houses according to the management purpose and divide the roles of the central government and local government in management and implement regulations on vacant houses to establish effective management system in response to vacant housing problems. Moreover, it stresses the development of legal basis for exercising administrative orders to solve the problems of vacant houses and the provision of institutional strategy to attract participation from local organizations and residents.

국문 초록 (Abstract)

빈집이 증가하고 사회적인 주목을 받게 되면서 빈집 관리에 대한 논의가 활발히 이루어지고 있다. 본 연구는 우리나라보다 먼저 빈집 문제를 해결하기 위해 노력해 온 일본, 미국, 영국의 빈집 관련 제도 고찰을 통해 실효성 있는 우리나라 빈집 관련 제도를 구축하는데 필요한 시사점을 제공하는 것에 목적을 두었다. 특히, 각 국가별로빈집에 대한 인식과 빈집 관리 목적이 다르다는 점을 파악하고, 빈집 문제에 대한 전체적인 맥락 속에서 빈집 관련제도들과 그 효과를 고찰하였다. 우리나라의 경우 빈집 문제에 대응하는 관리체계가 모호하고 빈집 관련 법령과정책 수단들이 미흡한 반면, 일본, 미국, 영국의 경우 빈집 문제 실상을 토대로 빈집 관리 목표를 설정하고, 목표를추진해나가기 위한 빈집 관련 제도와 구체적인 대응 전략들을 마련하여 시행하고 있다. 본 연구에서는 실효성 있는 빈집 문제 대응 제도를 마련하기 위해서 우선적으로 빈집 정의와 빈집 관리에 대한 인식을 새롭게 정립하고, 중앙정부-지방정부 수준별 역할을 분담하여 빈집 관리체계와 제도를 구축해야 하며, 더 나아가 신속하면서도 공공성 있는 빈집 문제 해결을 위해 필요한 경우 행정 명령을 행사할 수 있는 법적 기반을 구축하고, 지역 단체와 주민들의 참여를 유도하는 제도적 장치를 마련해야 한다는 시사점을 도출하였다.
