재분배 복지국가의 실패와 기업주도 복지경제에 대한 연구 = Why the Redistributive Welfare States Fail: A Theory of Corporate-led Welfare Economy

This paper argues that the reasons for the failure of the existing welfare state model are the absence of a working theory of economic development and the assumption of separability of growth and distribution to allow the independent treatment of growth and distribution in welfare policy-making. In seeking alternatives, the paper empirically and theoretically argues that corporations are the driving force of shared growth in the capitalist economy from the new “general theory of economic development” perspective and therefore contends that shared growth cannot be guaranteed without corporate growth. As a concrete alternative, the paper proposes that the government actively pursues a business-friendly policy to help the corporations create more jobs for the people who can work and nurture the middle class, thereby leading a new corporate-led welfare economy. The paper further argues that the welfare state, in general, is sustainable only when the social welfare program is converted into a development policy equipped with the economic discrimination policy of helping those who help themselves.

국문 초록 (Abstract)

본 논문은 그동안 수정자본주의사상에 기초한 재분배복지국가모형이 왜 성장과 분배의 동반 악화에 직면할 수밖에 없었는지 구명(究明)하고 동반성장메커니즘을 구현할 수 있는 재분배복지제도 개선방안을 제시하고자 하는 목적을 가지고 있다. 우선 제2차 대전 이후 지난 60여 년 동안 세계경제가 경험하고 있는 장기 저성장과 분배악화 추세를 개관하고 그 동안 학계의 연구가 이에 대한 원인을 규명하는데 실패하고 있음을 지적한다. 그리고 재분배복지국가 모형이 실패하고 있는 이유를 성장담론의 부재와 성장·분배의 가분성(可分性) 가정에 그 원인이 있다고 주장한다. 그리고 성장분배의 가분성가정의 타당성을 비교론적 시각에서 비판적으로 개관한다. 대안을 모색함에 있어서는 새로운 “경제발전의 일반이론” 시각에서 기업이 자본주의 경제의 동반성장의 견인차임을 실증적·이론적으로 밝히고 기업의 성장 없이는 자본주의경제의 성장과 분배개선을 담보할 수 없다고 주장한다. 따라서 구체적 대안으로 정부가 “경제적 차별화” 정책으로 기업성장을 적극 장려하여 기업은 일자리창출을 통해 국민들을 중산층으로 육성하는 기업주도 복지경제의 주역으로 기능하도록 하고, 정부는 일할 능력이 없는 국민들에 대한 복지를 담당할 것을 제안한다. 나아가 사회복지정책도 경제적 차별화정책으로 보완하여 발전정책으로 전환해야 지속가능하다고 주장한다.
