국내 주거복지센터의 주거복지서비스 사례연구 = A Case Study on Examining Housing Welfare Services Provided by Housing Welfare Centers

국문 초록 (Abstract)

본 연구는 국내 주거복지센터에서 제공하는 주거복지서비스를 유형별 사례분석을 통하여 국내 주거복지서비스 시사점 및 발전방향을 모색하는 것을 목적으로 한다. 본 연구는 기존문헌 및 선행연구를 고찰하여 주거복지서비스 유형기준을 수립하였다. 이를 근거로 국내 주거복지센터 9개소를 직접 현장방문하여 센터장과 실무자와의 면담조사를 수행하였다. 면담조사와 센터에서 제공하는 자료를 정리하고, 면담조사에 참여한 직원의 피드백을 정리하여 주거복지센터에서 제공중인 주거복지서비스를 유형화 분석을 실시하였다. 예산주체에 따라 직접지원 주거복지서비스와 간접지원 주거복지서비스로 구분하여 분석하였다. 본 연구의 결과는 다음과 같다. 첫 번째, 주거복지서비스 유형기준을 크게 물리적서비스, 경제적서비스, 사회적서비스로 구분하여 국내 주거복지센터에서 제공중인 주거복지서비스 전체를 구분, 유형화 할 수 있는 틀을 제시하였다. 두 번째, 주거복지센터의 직접지원 서비스의 경우, 물리적서비스에서는 주거상향, 주택개조, 환경개선사업에 집중되어 있으며 사회적서비스에서는 주택상담 및 주거복지교육에 집중되어 있는 경향이 나타났다. 세 번째, 간접지원 서비스의 경우, 주거복지센터 예산이 아닌 외부자원을 연계하여 제공하는 서비스로서 주거취약계층이 보다 쉽고 간편하게 해당정보에 접근할 수 있는 방안수립이 필요한 것으로 파악되었다. 간접지원 서비스는 사후관리가 체계적으로 이루어질 수 있도록 긴밀한 업무협조가 필요한 것으로 파악되었다.

This study aims to investigate the housing welfare services provided by housing welfare centers in Korea by analyzing cases by housingwelfare center type(local government centered, public organization centered, and private non-profit organization centered), and to analyze theservices provided by each type of housing welfare center and the characteristics of each type of service. To achieve these goals, this studyestablished criteria to classify housing welfare service types by examining existing literature and prior research. Based on these criteria, nineKorean housing welfare centers were visited, and interviews were conducted with center directors and staff members. The gathered data andmaterials were organized and summarized, followed by a content analysis of the housing welfare services provided. These services werecategorized as directly supported or indirectly supported based on budget sources. The results indicated that a comprehensive framework wasintroduced for categorizing and classifying housing welfare services from Korean housing welfare centers. These were grouped into three mainservice types: physical services, economic services, and social services. Directly supported services mainly focused on physical aspects likehousing improvement, renovation, and environmental improvement projects. Social services centered on housing counseling and welfareeducation. For indirectly supported services, which rely on external resources other than center budgets, establishing measures is essential.
These measures should prioritize facilitating access to relevant information for housing vulnerable groups. Additionally, effective collaborationis key to ensuring a well-organized, post-management of indirectly supported services.
