지방의회에 대한 신뢰수준 및 영향요인에 관한 연구 : 경상남도 공무원의 인식을 중심으로 = The Levels and Determinants of Trust in Local Councils : Focused on the Perception of Gyeongsangnam-do Public Officials

국문 초록 (Abstract)

본 연구의 목적은 우리나라 기초지방의회의 신뢰수준을 측정하고 이에 영향을 미치는 요인을 경험적으로 규명하여 지방의회의 신뢰제고방안을 모색하는데 있다. 이를 위하여 지방의회신뢰의 차원을 지방의회 제도신뢰, 기능신뢰, 의원신뢰 등 신뢰대상을 세 차원으로 구분하였으며, 영향요인으로 크게 5가지를 설정하여 분석하였다. 분석결과 첫째, 지방의회 신뢰수준은 지방의회 제도신뢰(3.04)>기능신뢰(2.94)>의원신뢰(2.71)순으로 중간이하의 신뢰도(평균2.90)를 보였다. 둘째, 지방의회신뢰의 세 차원 모두 가장 큰 영향요인이 지방의원의 청렴정직성이었으며 다음으로 지방의회의 주민생활기여도였다. 또한 정치적 효능감 변수가 지방의회제도 및 의원신뢰에 긍정적 영향으로 작용하고 있었다. 셋째, 시군별 지방의회신뢰의 영향요인의 차이검증결과 지방의회 기능신뢰는 시군별 차이가 없었지만 지방의회제도 및 의원신뢰에서 시군별 차이가 나타났다. 넷째, 인구통계학적 요인은 지역을 제외하고 지방의회신뢰와는 상호연관성이 없는 것으로 나타났다. 이는 기존연구결과와는 다소 차이가 있어 지방의회신뢰는 정부신뢰 및 정치제도의 신뢰형성과는 다른 신뢰역학구조가 있음을 확인하였다. 이러한 분석결과를 토대로 지방의회신뢰를 제고할 수 있는 방안 및 정책적 시사점등을 제시하였다.

다국어 초록 (Multilingual Abstract)

The main purpose of this study is to examine the trust levels of basic local councils in Korea and to seek the local councils' trust enhancement methods by investigating empirically the factors that affect trust in local councils. For the purpose of this study, trust in local councils are classified into three dimensions: institution trust in local councils, function trust in local councils, councillor trust in local councils and then five factors were analyzed, including individual psychological, social, councillor's qualification, performance of local councils, and demographic factor. The main research results are as follows. First, trust in local councils shows below average trust(2.90) with results in sequence institution trust(3.04)>function trust(2.94)>councillor trust(2.71). Second, three dimensions of trust in local councils were most affected by the honesty of councillor and were affected by inhabitants' life contribution in sequence. Besides, political efficiency positively affect trust in institution and councillor. Third, With regard to the each city and rural community, the result of difference verification in determinants of trust makes no difference while trust in institution and councillor appeared difference. Fourth, There is no connection between demographic factor and trust in local councils except region. This result is different from existing research result. Thus, trust in local councils is different from trust in Government and political system in dynamic structure of trust. On the basis of this analysis result, this paper suggests the local councils' trust enhancement methods and policy implications.
