      This study examines the fairness of recruitment and selection procedures of participants from the KOICA (Korea International Cooperation Agency) Master’s degree scholarship program (SP) from the perspective of development ethics, using Amartya Sen’s capability approach as a framework. This study first finds the neglected personal, social and environmental conversion factors and then finds how this neglect is consequently reflected in the design of selection procedures and finally how the procedures result in unfair practices. The focus group interview was conducted with 17 participants from 14 countries, and KOICA guidelines were reviewed. The result shows that the SP is guilty of unfair practices resulting from the neglecting of conversion factors, which are corruption, bureaucracy, gender bias, English competencies of officials, geographical location, socio-economic status, and working conditions.

      본 연구는 개발 윤리적 관점에서 한국국제협력단(Korea International Cooperation Agency)의 석사학위연수 참여자 모집과 선발 과정의 공정성에 대해 살펴보았다. 본 연구는 아마티야 센(Amartya Sen)의 잠재가능성접근(capability approach) 틀을 바탕으로 1) 참여자 모집과 선발과정에서 무시된 개인적, 사회·환경적 전환요인을 찾은 후 2) 이러한 요인이 모집과 선발 과정 과정과 가이드라인에 어떻게 반영되었는지를 확인하고 마지막으로 3) 어떠한 불공정한 결과를 초래했는지 알아본다. 14개의 개발도상국에서 온 17명의 참여자를 대상으로 포커스 그룹 인터뷰를 했으며 한국국제협력단의 석사학위연수 지침을 검토하였다. 연구 결과, 개인적 전환요인(지리적 위치, 사회·경제적 위치, 근로 조거)과 사회·환경적 전환요인(부패, 관료주의, 성에 대한 편견, 공무원의 영어 능력)이 참여자 모집과 선발 과정에 충분히 고려되지 않았으며 이는 공정성을 저해하고 있다.
