The purpose of this study is to suggest ways to improve the preliminary feasibility study system for road projects. It is also another purpose of this study to verify the extent to which the improvement of the feasibility study system will affect the feasibility study results through empirical case studies.
We proposed three alternatives to improve the problems of current preliminary feasibility study system. First one is measuring and utilizing the benefits using the benefit measurement methodologies such as the contingent value methods for the benefit items that are difficult to express in the monetary term. Second one is shifting the role of preliminary feasibility study results as an investment priority criteria. Third one is constructing various feasibility study methodologies for each business type.
Finally, this study confirms the extent to which the survey results are changed when the preliminary feasibility study methodology is revised for specific road projects.
