코로나19에 따른 통상환경 변화가 수출중소기업 수익성에 미치는 영향 = The Effect of Changes in the Trade Environment Due to COVID-19 on the Profitability of Export SMEs

국문 초록 (Abstract)

경제활동의 마비를 불러일으켰던 코로나19가 현재 엔데믹을 맞았다. 그리고 세계경제는 비정상을 정상으로 돌려놓는 과정에서 다양한 홍역을 앓고 있고, 통상분야에 있어서는 공급망 불확실성, 환율변동, 원자재가격 상승, 물류구조변화, 지역별 무역분쟁 등 복합적인 변화를 겪고 있다. 이러한 통상환경의 빠른 변화는 수출기업의 경영활동에 다양한 위험요인이 되고 있다. 정부는 이들 수출중소기업을 위해 경영활동을지원하고 있다. 하지만 모든 통상환경 변화에 정부지원책을 마련하는 일은 한계가 있고, 지원책 자체의 실효성 검증에도 많은 에너지가 소모된다는 점에서 비효율성을 내포한다. 이에 수출중소기업이 어려움을 겪고 있는 정도를 체감수익성으로 삼고, 실제로 체감수익성에 영향을미치는 통상환경의 변화는 무엇인지를 확인하고자 본 연구를 수행했다. 본 연구에 독립변수로 활용된 7개의 통상환경 중 공급망여건, 물류여건, FTA활용, 대금회수여건이 수출중소기업의 체감수익성에 정의 영향을 미치는 것으로 나타났다. 이에 수출중소기업의 수익성 회복을 위해서는 현재 불확실성이 가중되고 있는 공급망의 안정성 확보와 코로나19 기간 극심했던 물류여건 개선을위해 외부환경 변화에 흔들림 없는 구조적 환경을 구축해야하며, 대금회수여건 개선과 FTA활용도 제고를위한 정책에 집중하는 것이 효율적인 지원책이 될 것이다.

COVID-19, which caused the paralysis of economic activity, is now facing the pandemic. And the global economy is suffering from various hardships in the process of returning abnormalities to normal, and in the trade sector, it is experiencing complex changes such as supply chain uncertainty, exchange rate fluctuations, rising raw material prices, changes in logistics structure, and regional trade disputes. This rapid change in the trade environment is a variety of risk factors for the management activities of export companies. The government is supporting management activities for these export SMEs. However, there is a limit to preparing government support measures for all trade environment changes, and it implies inefficiency in that it consumes a lot of energy to verify the effectiveness of the support measures themselves.
Accordingly, this study was conducted to determine the changes in the trade environment that actually affect the perceived profitability by taking the degree to which export SMEs are struggling. Among the seven trade environments used as independent variables in this study, it was found that supply chain conditions, logistics conditions, FTA utilization, and payment recovery conditions had a positive effect on the perceived profitability of export SMEs. To restore the profitability of small and medium-sized export companies, it is necessary to establish a structural environment that is unwavering in external environmental changes to secure stability in supply chains, which are currently increasingly uncertain, and to improve logistics conditions during COVID-19, and to focus on policies to improve price recovery conditions and FTA utilization.
