      The interest for the Golf is rising with two reasons.
      One is that the income of people is being increased. The other is that the desire for the leisure is diversified, as the wording "leisure" is enlarging its range.
      As a result, running Golf courses are 194 as of Dec. 31th, 2005.
      The 66% of national land is mountainous districts and, for the viewpoint of efficient land development, most of the Golf courses were formed on slope.
      And It is the fact that this despoil the environment & the visual resource around.
      "L.I.A", which is caused by development projects, is the prior evaluation system of the environment.
      And it is one of the category of the evaluation in 'P.E.R.S’ & ‘E.I.A.
      However it didn't go into effect well, because it was analyzed and evaluated in the way of formal and negative method.
      Also, because of the character of the Landscape, it is not easy to apply the term or standard to the Landscape, after standardizing Landscape or stating the landscape in figures.
      Because of the ambiguity of the concrete evaluation standard, the evaluation is based on the subjective recognition. And those make it impossible to calculate the absolute standard. So, the research and the evaluation in a lump are very hard.
      Nowadays, "L.I.A" is achieved by field survey, the impact estimation owing to the project and progress of the decrease method.
      For performing this, main point is as below : Target of the evaluation, The evaluator, The timing of the evaluation, The tool of evaluation, The category of the evaluation, The measure of the evaluation, Decrease method.
      View Point is the spot where the object of the view can be seen.
      Among the View Points, the dominant spot is selected as the " Landscape Control Point" which control, maintain and supervise the object of the view.
      The Landscape Control Point is the essential factor of controlling the view, when evaluating the view. It is because the visual perception is influenced by the point where the evaluator see the object of the view.
      For the selecting the L.C.P, universal spot in the region is usually chosen.
      But there is not the absolute rule for the selecting the "universal spot", the choice has been made by the subjectivity of the evaluator.
      For an example, there is not any report which states the standard or method of the selecting the Control point on the most of the Landscape Impact Statement.
      This general practice might cause the totally sterilized report, as the report lacks the objectivity and objectivity expertise on the selecting the Landscape Control Point.
      In the recognition of this problem, the purpose of this paper is to propose the objectified standard for the selecting the placement of the Control Point, as giving consequence according to the weight between the type of the Control Point.
      AHP(Analytic Hierarchy process) method is applied, to propose the rational basis, and the result of the method is applied to the case of site.
