The purpose of this study is to find out a universal principle for the measuring instrument and grading method for musical creativity and make suggestions for developing a reasonable instrument. To do so, existing studies were explored for the types and contents of the measuring instruments for general creativity and musical creativity, and based on five measuring instruments for musical creativity targeting infants and elementary school students, sub-elements of musical creativity, question format and content, student response method, and grading methods were compared and analyzed. The result shows that, first, sub-elements of measuring instrument for musical creativity tends to coincide with those for general creativity. Second, all measuring instruments for musical creativity are composed of open challenges that use both verbal instruction and musical examples. Third, questions of measuring instruments of musical creativity are classified as activities that freely express musical images and emotion and performance activities that create harmony with given rhythm and melody. Fourth, measuring instrument for musical creativity require listening-based responses from students. Fifth, grading method for musical creativity either score the number and time of students` responses or use checklist or Likert scale.
