초등 보건 교과서 개정 과정 연구 = A study on the revision process of elementary health textbooks

국문 초록 (Abstract)

이 연구는 학교 보건교육에 중요한 매개가 되는 초등 보건교과서의 개정 과정을 탐구하여 법률이 정한 학생들의 학습권과 보건교사의 교육권, 전문성이 침해받지 않도록 개선점을 찾고, 사회적 요구가 있는 새로운 영역에 개방적인 교육과정 및 교과서 체제를 모색하는데 시사점을 찾기 위한 것이다. 이에 따라 초등 보건 교과서의 개정이 대두된 배경과 보건교육 및 보건 교과서의 개정에 관련된 법률과 규정, 그리고 개정 과정의 정책행위자들의 주장과 대응，쟁점을 살펴봄으로써，무엇이 초등 보건 교과서의 개정에 문제가 되고 있는지, 그러므로 향후 무엇을 개선해야 하는지에 대해 논의하였다. 이를 위해 교육과정 및 교과서, 보건교육 등에 관련된 연구 문헌, 교육부와 교육청, 유관 단체의 공문과 관계자에 대한 면담，보도자료，신문기사 등을 수집하고 분석하였다. 그 결과 초등 보건과목 고시와 보건교과서의 구분고시, 교육과정의 법제화 등 교육법 체계의 정비，교육자치에 걸맞은 교육과정의 분권화와 이의 법제화 및 교육과정，교과서 협의 구조 등의 필요성이 도출되었다.

This study explores the recent two-year revision process of revising elementary school health textbooks, which is an important medium in school health education, and seeks to improvement points so as not to infringe on students' right to learn about health education, health teachers' right to education and expertise, and find implications for seeking a curriculum and textbook system that are open to new areas of social demand. Accordingly, by examining the background of the amendment of elementary health textbooks, laws and regulations related to the revision of health education and health textbooks, and the process and issues of the revision of elementary health textbooks, it is discussed what is the problem with the revision of these textbooks, and, therefore, what needs to be improved in the future. To this end, research literature, official letters of the Ministry of Education, Education Office, and interviews, press releases, newspaper articles related to health textbook’s revision were collected and analyzed. As a result, the necessity of an elementary health subject notice and classification notice of health textbooks, improvement of the education law system such as legalization of the national curriculum, and the decentralization of the curriculum suitable for educational autonomy and consultation structure for a curriculum and textbook that is open to social needs were derived.
