This study aims to suggest activation methods by examining cases and current status of small libraries in apartment complexes. Therefore, we derived activation factors through recommended operation cases and previous studies and sought ways to improve them, focusing on the case of Gwangju Metropolitan City. The results of the study are as follows. 1) In order to increase accessibility for residents, it is necessary to select locations that consider the movement line and physical distance, and provide convenience of use through connections between facilities. 2) It is necessary to enable the use of space in various ways according to needs through furniture and space configurations that allow for variable use. 3) It is necessary to organize various programs that reflect the characteristics of users. 4) It is necessary to provide various services through support from external organizations or connections between small libraries.
