베트남의 사회주택 및 부담가능주택: 현황과 당면과제 그리고 한국과 베트남의 협력방 = Affordable Housing and Social Housing in Vietnam: Current Situation – Challenges and Vietnam – Korea Cooperation Orientation

국문 초록 (Abstract)

일반적으로 사회주택 및 부담가능주택은 지속가능한 도시 개발에 중요한 역할을 하며, 사회 보장에 기여하고 주민의 삶의 질을 향상시킨다. 하지만, 베트남은 현재 재정적 제약, 일관되지 않은 정책, 실제 수요를 충족시킬 수 있는 토지 자원의 부족 등 사회주택개발에 있어 수많은 과제에 직면해 있다. 최근 주택법개정을 통해 기업에 대한 충분한 인센티브 제공, 행정절차의 간소화, 관리 및 감독을 투명성과 효율성 강화 등 사회주택 건설ㆍ공급 확대를 위한 노력을 기울이고 있다. 한국은 다양한 주택 지원 정책을 성공적으로 시행하고 공공-민간 파트너십과 디지털 기술을 통합하여 투명한 관리와 자원 최적화를 실현했기 때문에 베트남에게 있어 실행 가능한 접근 방식을 제시하고 있다.
그에 따라 베트남은 한국을 비롯한 선진국으로부터 사회주택 개발의 효율성을 높이기 위해 여러 가지적합한 모델을 채택할 수 있는 바, 지속가능한 재정기금의 설립, 인센티브 정책을 통한 민간 투자 유치, 관리 효율성 및 주택 배정 강화, 가격 통제 및 투기 방지 조치, 주택 협동조합 모델 장려 등이 논의될 수 있다. 베트남은 이러한 해결방안이나 시사점을 효과적으로 구현하면 지속가능한 사회주택 시스템을 개발하여 현대적 도시개발에 기여하고 생활 수준을 향상시키며 주택에 대한 공평한 접근성을 보장할 수 있다.

다국어 초록 (Multilingual Abstract)

In general, social housing and affordable housing play an important role in sustainable urban development, contributing to social security and improving the quality of life of citizens. However, Vietnam currently faces numerous challenges in social housing development, including financial constraints, inconsistent policies, and lack of land to meet actual demand. Recently, efforts have been made to expand the construction and supply of social housing through the revision of the Housing Law, including providing sufficient incentives for enterprises, simplifying administrative procedures, and enhancing transparency and efficiency in management and supervision. South korea has successfully implemented various housing support policies, integrating public-private partnerships and digital technologies to achieve transparent management and resource optimization. This can be presented as a feasible approach in Vietnam.
Vietnam can adopt various suitable models from advanced countries, including Korea, to improve the efficiency of social housing development. The establishment of a sustainable financial fund, attracting private investment through incentive policies, strengthening management efficiency and housing allocation, price control and anti-speculation measures, and promoting the housing cooperative model can be discussed. If the Vietnamese government effectively implements these solutions and implications, it will be able to develop a sustainable social housing system that contributes to modern urban development, improves living standards, and ensures equitable access to housing.
