고령층 여가산업의 법적 환경과 운영효율화 방안 = A study on the legal environment and the efficiency management of the Senior citizens leisure industry

국문 초록 (Abstract)

본 연구는 고령친화 산업이 국가적 신 성장동력으로 육성가능한지를 판단하고, 이를 지원하기 위한 정책적 그리고 법적 환경을 검토하여 고령친화 여가산업의 가이드라인을 제시하고자한다. 본 연구를 위하여 문화체육관광부의 소관 업무인 문화산업진흥기본과 보건복지부의 여가산업 정책과 관련 법적 검토를 실시하였다. 따라서 이 연구는 다음과 같은 결론을 얻었다. 첫째, 고령친화 여가산업과 관련된 법제도를 정비해야 한다. 노인여가 관련산업체 및 관련 기관에 대한 체계적인 지원을 위해서는 저출산고령사회기본법, 고령친화산업진흥법, 노인복지법, 관광진흥법, 국민체육진흥법, 문화산업진흥기본법, 방송법 등 관련 법제도의 정비가 우선되어야 한다. 둘째, 고령친화 여가산업 진흥을 위한 정부의 제도적 방안이 마련되어야 한다.또한 운영의 효율화를 위하여 고령층을 위한 여가 바우처/상품권 제도 활성화와 고령층이 믿고 소비할 수 있도록 여가관련 상품이나 서비스에 인증마크를 부여해야 할 것이다. 또한 그 상품이나 서비스를 제공하는 사업자에게도 인증을 실시함으로써 고령층을 위한다는 긍지를 갖고 여가산업 발전에 전념할 수 있도록 해야 한다. 특히 고령층의 소비패턴이 상대적으로 정보에 미약하고, 타인의존적인 만큼 정부가 관련법에 따라 인증 - ‘고령자를 위하여’ -을 부여하여 고령자가 신뢰하면서 소비할 수 있도록 고령층의 소비주권도 확보할 수 있도록 해야 한다.

This study by reviewing the policy and legal environment to support them elderly-friendly foster new growth engine of national industry, and determine whether the proposed guidelines of the Elderly: Leisure Industry. Cultural Industry Promotion base of the Department of Health and Human Services and the jurisdiction of the Ministry of Culture, Sports and Tourism business, leisure industry policy and legal review conducted for this study. This study, the following conclusions were obtained. First, aging friendly and the leisure industry related maintenance should be legal. Elderly leisure-related industries, and related agencies for the systematic support to low fertility laws related to the maintenance of the elderly, such as Social Act, the Senior Industry Promotion Act, Elderly Welfare, Tourism Promotion, National Sports Promotion Act, Cultural Industry Promotion Act, the Broadcasting Act should be a priority. Second, the government's institutional measures for the Elderly: Leisure Industry Promotion shall be provided also for older operating efficiency leisure voucher gift certificate system activated and the elderly to be able to believe that the consumption of leisure-related goods or services, certification mark will need to be given. Also for businesses that provide goods or services dedicated to the development of the leisure industry, prides itself for certification carried out by older now so that you can should.
