A community for human beings, which is an essential element for social interaction is playing a big role not only in protecting them from outside but also in developing their identity. By building a community, we can communicate with other people more effectively and involve in various social activities based on the community so that we can live together while pursuing our individual interest. In other words, community itself can be seen as the basis of social structure and its culture. As a core nature of human, communication is not about just expressing something or exchanging information but it is rather mutual interaction of feeling deep inside based on humanity to be able to exist as a human being.
Thanks to rapid development of IT technology happening in so-called digital society, we have so many tools and ways to communicate each other. However, it is questionable whether these fast and convenient tools are working for human in this financial capitalism society or not since they seem to work for the system itself by providing efficientways to control people and make more profit, which distort humanity and true communication as a essential part of a human being such that our relationship is only valued in materialization and we are almost treated like objects notsubjects in this humanity-deprived society.
Even thought healing human estrangement or alienation from who we are and restoring humanity is something we should make an effort all together since it is a structural/systematic problem as a whole, Planned, as an attempt of partial change hoping to affect the whole, to build a welfare facility for stimulating local community by restructuring a public facility which is wearing out in terms of value and meaning as publicity. This research has conducted in three phases.
First, it studied the concept and functionality of community in the view point of sociology and philosophy. It provides wide and deep understanding by looking at each element and mediator to form a community.
Second, it estimated necessary facilities by reviewing the database at the local government office and summarized the space property of each welfare facility and assembling program.
It also researched the space assignmentaccording to space assignment theory.
Third, based on the first and second data, a comprehensive frame was made for complex welfare facility project considering inter-relationship of each facility by grouping together common functionality in each space assignment program. In addition to that, it reviewed again by comparing old Maps government office land, which is for this project, to new Maps office's welfare facility program in order to make both work complementary.
It detailed the project through those three phases to build local welfare infrastructure.
As a summary, it specify the necessary facilities came out of this researchsuch as child-care center, day-care center for senior citizens, houses and welfare facility for women, vocational education center, medical center for low income citizens. Those are to help seniors who are old but able to work and women who need care find jobs by allowing them to access open educational opportunity. And these facilities are designed to be places where people get together, share their interest, and widen their understanding each other by laying out culture facilities next together, which will allow all the citizens in the local area's use them. Medical center and convenience stores are to be rented so that it can provide fund to maintain the whsle welfare facility, manage the operational expense of it and enable low cost medical service for the local citizens. Besides, this paper suggested culture welfare facility as an aggressive attempt to stimulate local communities by satisfying mutual and complementary functionality connecting Maps new government welfare facility users and welfare administration.

국문 초록 (Abstract)

인간에게서 커뮤니티는 사회활동과 생활영위에서 필수적인 요소로서 나와 타인과의 상호교류 관계속에서 개인의 생활을 영위하며 외부의 위험으로 부터 보호,자신의 존재감과 정체성을 형성하는데 중요한 역할을 한다. 타인과의 이해관계와 공존이 공동체를 형성함으로서 이뤄지며 사회조직과 문화를 만들어가는 기본적인 조건이라 볼 수 있다. 인간의 본질적인 부분으로서 커뮤니티성은 외부로 표현되어지기 이전에 내면적 상호관계 즉 인간이 인간으로 존재하기 위한 휴머니테에 바탕이 된 상호교감이라 볼 수 있다. 오늘날 현대 금융자본주의 사회근 정보기술의 발달로 대표되는 디지털 사회로서 다양한 커뮤니티 수단들이 존재하지만 이는 사회시스템의 원할한 작동과 유지에 있고 물적가치가 최우선이 되어버린 자본주의 사회에서 인간의 가치와 관계들은 물질적으로 환원되 버립으로서 인간의 본질적이고 존재적인 인간성이 희석되어져 가며 사회구조의 주체에서 객체, 하나의 대상으로 전락하는 단계에 이르렀다. 인간소외를 치유하며 휴머니티의 회복은 사회상위 구조적인 문제이지만 전체에 대한 부분의 변화와 극복의 시도로서 건축적 고민으로서 지역 주민을 위한 공공시설중 의미나 가치가 떨어진 시설을 커뮤니터 활성화를 위한 복지시설로 계획하고자 하였다. 이와 관련하여 본연구는 크게 세단계로 진행하였다.
첫째로, 사회학적, 철학적 관점에서 커뮤니티 개념과 기능이 무엇인지 알아보고 커뮤니티가 형성되는 요소와 매개체들을 살펴보며 전반적인 커뮤니티에 대한 폭넓은 이해를 하였다.
둘째로, 예정해 두었던 지역의 복지시친 현황을 구청 데이터 베이스를 바탕으로 검토한뒤 필요시설들을 도출하였고 각 복지시설의 공간특성과 구성프로그램을 정리하고 개괄적인 공간구문른에 따른 공간배치를 살펴보았다. 셋째로, 첫 번째와 두 번매에서 정리된 커뮤니티 시설과 필요 복지시설의 각각의 공간프로그램중 공통된 것들을 묶어서 각 시설의 상호관계성을 설정하여 복합적 복지시설계획의 틀을 만들었다, 여기에 실제 계획대상지인 구 마포구청 부지와 이전한 마포 신행정청사의 복지시설 프로그램을 대조하여 상호보완의 관계속에서 시설이 운영되어질수 있도록 다시한번 검토를 하였다. 상기와 같은 세단계 과정을 거쳐서 지역 복지인프라 구축을 위한 복합 복지시설을 계획하게 되었다. 요약하자면 도출된 필요 시설인 보육시설과 노인시설, 여성주거게및복지시설, 직업교육시설, 메디컬 센터의 사용자중 저소득층의 거동이 자유로운 노인과 보호가 필요한 여성들의 재활교육(베이비시터, 실버관리사) 등과 연계된 보육시설의 아동교육과 관리, 그 외 재활교육으로 사회진출에 도움 되도록하며 기타 주민 문화시설을 더불어 주민과 함께 이용하므로서 서로에 대한 관심과 이해의 폭을 넓힐수 있는 장소역할과 메디컬 및 편의상가를 민영임대를 하여 전체 시설의 유지 및 관리 비용충당과 지역 주민 편의 의료서비를 제공한다. 뿐아니라 마포신행정청사의 복지시설 이웅자와 복지행정업무와 연계하여 필요역할과 기능들을 상호 충족시킬수 있도록 하여 지역내 커뮤니티 활성화를 위해 적극적인 노력으로서 문화복지시설을 제안하였다.
