THE way to prevent a formal business meeting from becoming quite lifeless is for someone to propose a startling change of constitution. Mr. G. F. Treverton kindly did this at the annual meeting of shareholders of the Tonic Sol-fa College, at 27, Finsbury Square, E.C, on the 12th ult. He thought that the College Council might consist only of those who attended the largest number of meetings, and did not charge rail fare.
