지방자치단체의 지역사회복지 전달체계 모델에 관한 연구 : 경기도 남양주시 복지사업을 중심으로 = A Study on Local Social Welfare Delivery System Models by Local Governments- Based on Welfare program of the Namyangju City,Gyeonggi-Do Province ?

국문 초록 (Abstract)

본 연구는 경기도 남양주시에서 독창적으로 개발하여 시행하고 있는 지방자치단체의 지역사회복지전달체계의 모델로서 남양주시 ‘희망케어센터’를 주축으로 한 지역복지 실태를 살펴보고, 한국의 지역사회복지정책의 발전과 지역사회복지전달체계의 발전 방향을 모색하고자 하였다.
우리나라는 지방자치시대의 정착과 함께 지역적인 복지서비스에 대한 국민들의 욕구분출에 대하여 국가적 재정부담의 가중과 복지선진국들이 경험한 위기를 간파하고 슬기롭게 대처하기 위한 지역사회복지전달체계를 개선할 시점이 되었다. 따라서 복지재정의 효율적 사용, 경직된 사회복지전달체계의 유연성 추구와 지역적인 주민의 복지욕구에 대하여 신속하게 대처하는 지역사회복지전달체계로서 ‘경기도 남양주시 희망케어센터’는 매우 좋은 모범사례이다.
연구 결과, 경기도 남양주시 희망케어센터의 사업과 경기도 경기복지미래재단에서 ‘무한돌봄’이라는 새로운 복지시책을 개발한 실태를 살펴본 바와 같이 앞으로 더 고무적인 지역복지정책들이 개발되어야 하고 우리 실정에 맞는 지역사회복지전달체계를 구축해 나가야 할 것이다. 이를 위하여 다음과 같이 제언한다.
첫째, 사회적 위험에 대비한 지역적 사회복지정책의 수립이 필요하다.
둘째, 국가중심의 사회복지정책에서 민간, 기업, 종교, NGO 등과 연계하는 지방자치단체의 네트워크 수립이 있어야 한다.
셋째, 지역을 중심으로 하는 공급자 중심의 사회복지정책에서 소비자중심의 복지정책으로 전환이 필요하다.
넷째, 지방정부의 지역사회실천에 복지경영의 개념도입이 필요하다.
다섯째, 나눔문화의 확산을 통한 기부문화 활성화와 자원봉사자들의 활발한 활동을 일으키는 의식구조 개선정책이 필요하다.

다국어 초록 (Multilingual Abstract)

This thesis aims to identify methods of development for local social welfare delivery systems and local social welfare policies in Korea, through an analysis of the state of a local welfare system, centered on the ““Hope Care Centre,”” developed and operated exclusively by the Namyangju City local government, as model of a local social welfare delivery system of a local government.

With the settlement of local autonomous government system in Korea, the pretext of reforming local social welfare delivery systems has come by which various challenges faced by developed nations and the increasing burden on national budget for welfare along with the effusion of citizen’s expectations on local welfare service can be identified and overcome. Therefore, Namyangju City’s ““Hope Care Centre”” is a model example of how welfare delivery systems can be efficient in using welfare budgets, flexible in contrast to the rigid welfare delivery system and provide prompt delivery of welfare when required.

As a conclusion, as it can be seen from Namyangju City’s ““Hope Care Centre”” and the process by which the Gyeonggi Welfare Foundation has recently developed a welfare policy, named ““Infinity Care””, further development of policies must be carried out and a local social welfare delivery system suited to the local environment must be constructed. As such, this thesis proposes the following:
1. Development of local social welfare policies in provision of social risks
2. Development of government based social welfare policies into a network involving the public, private, business, religion and NGO etc.
3. Redirection of provider orient social welfare policies to end-user oriented welfare policies with a direct focus on local delivery
4. The necessity of introducing welfare management into local government’s provision of local social welfare.
5. Policy development in order to change mind frames thereby promoting volunteer movements and active donation culture as an extension of the sharing culture.
