인구감소로 인한 위험사회의 해결 방안 소고- 조선족 및 외국인의 지역사회 정착과 체류자격 문제에 대하여 - = A Study on the Solution of Dangerous Society due to Population Decline

국문 초록 (Abstract)

한국은 본격적으로 인구감소 시대에 접어들었다. 출산율의 저하뿐만 아니라 고령화의 진행 속도 역시 세계 어느 나라보다 빠르게 나타나고 있다. 인구감소의 주된 이유는 출생아 수의 감소인데, 그 요인으로는 요즘 젊은 세대의 결혼에 대한 생각과 가치관의 변화, 결혼 연령의 상승 등이 있다. 저출산과 인구감소 문제를 논의할 때 반드시 함께 언급되는 것이 바로 이민자 수용이다. 다른 선진국들은 이미 이러한 이민자 수용에 대해 포용적이고 개방적인 태도로 많은 이민자를 받아들였다.
한국의 인구감소 문제를 이민자 수용이라는 한 가지 방법만으로 해결할 수는 없지만, 인구감소로 인한 다양한 사회 문제의 발생 속도를 어느 정도 늦출 수는 있다고본다. 한국의 국제화와 국가 생산성 향상을 위해서는 고도의 기술이나 노하우를가진 고급 인력, 즉 ‘고도 인재’를 영입할 필요가 있다. 일본은 2012년부터 ‘고도인재 포인트 제도’를 도입하여 세계의 우수한 인재를 영입하고, 인구감소 및 지방소멸 문제를 착실히 해결해 나가고 있다. 이러한 인구 소멸 문제를 해결하기 위한방안으로서, 본 논문은 인구감소와 불균형의 현황 및 중요성, 인구감소의 양상과원인을 분석하고, 대응 전략을 제시하고자 한다. 그중에서도 필자가 가장 관심을두고 살펴본 부분은 외국인에 대한 비자 자격 부여와 그 장단점에 관한 것이며, 이에 중점을 두어 본 논고를 서술하였다.

Korea has entered an era of population decline in earnest. In addition to the decline in the fertility rate, the pace of aging is also appearing faster than any other country in the world. The main reason for the decline in the population is the decrease in the number of births, and factors include changes in the thoughts and values of marriage among the younger generation these days, and an increase in the age of marriage. When discussing the issue of low birth rate and population decline, it is the acceptance of immigrants that is always mentioned together. Other developed countries have already accepted many immigrants with an inclusive and open attitude toward such immigrant acceptance. Although Korea’s population decline cannot be solved only by one method of accepting immigrants, it is believed that the pace of various social problems caused by population decline can be slowed to some extent. In order to improve Korea’s internationalization and national productivity, it is necessary to recruit high-quality human resources with high-level skills and know-how, that is, ‘high-quality human resources’. Since 2012, Japan has introduced the ‘High Talent Point System’ to recruit the world’s best talents and steadily solve the problem of population decline and local extinction. As a way to solve this problem of population extinction, this paper analyzes the current status and importance of population decline and imbalance, the patterns and causes of population decline, and suggests response strategies. Among them, the part I was most interested in is about granting visa qualifications to foreigners and their advantages and disadvantages, and this paper is described with an emphasis on this.
