광역자치단체 무형문화재 제도의 연구 = 무용종목을 중심으로

국문 초록 (Abstract)

무용분야 무형문화재 지정 대상 분류가 학술적 무용분류 방법과 차이를 보이고 있어 혼돈을 초래하며 또한 지정(인정) 기준 및 심사기준의 모호성을 주관적 가치 판단의 개입요소가 있다.
무용종목의 문화재 지정과 그 보유자의 인정을 조사 심사하는 문화재위원회의 문화재 위원 및 전문위원의 수가 다른 분야 무형문화재에 비해 상대적으로 열세이다. 무형문화재 보유자의 인정해제 요건의 구체성 결여로 행정력의 낭비를 초래하기도 한다.
이와 같이 문제점을 개선하기 위해서는 무형문화재 지정 무용종목, 지정대상의 분류를 학술적인 춤의 유형과 기능적 분류와 일치, 지정기준 구성요건의 구체화, 문화재위원회 지정 및 인정 심의 시 고려 사항 명문화 및 판단 기준의 객관화 및 정형화, 유사종목에 대한 국가지정과 시·도 지정간의 중복지정 시·도 간의 중복지정 문제 해결문화재 위원회에 무용분야 전문가 확충 등 무형문화재 지정 조사의 계획적 추진으로 선별화, 등급화, 무형문화재 지정서 교부제로 실시, 해제 사유의 구체화 및 관련 법령과의 연계화 등 대안 제시가 전통문화 보존 육성 정책이 어느 정도 해소 되리라고 여겨진다.
전통 춤을 비롯해 우리의 삶의 역사와 함께해온 무형문화유산에 대한 보존과 전승의 원형을 유지시키면서 보존 전승체계의 자율성, 공정성, 합리성을 최대한 살리고, 특히 사회적 수요의 감소로 인한 전승취약 종목의 특성을 고려한 지원방안과 기록보존사업을 강화해 나가는 방향으로 지방자치단체의 무형문화재 보존제도를 접근해 나가고 국가의 제도를 본 받아 광역자치단체 특성에 따라 제도를 정비하고 갖추어야 한다고 본다.

다국어 초록 (Multilingual Abstract)

The classification of dance intangible heritages is different from academic classification of dances causing confusion. Also, the review and designation criteria are ambiguous requiring subjective decisions.
The number of cultural heritages committees and special consultants who designate dance cultural assets and investigate and review the qualifications of holders are relatively small compared to other intangible cultural heritages. The lack of concreteness in the requirements to release the holders of intangible cultural heritages causes waste of administrative resources.
To resolve such problems, the classification of dances as intangible heritages and the classification of heritage holders should be matched with academic and functional classifications. The components of the designation criteria should be concrete.
Concreteconsiderations and objective and standardized criteria should be used in the review for designation and acknowledgement of cultural heritages. National designation and civic, provincial designation should not be overlapped for similar items and more dance experts should be included in the cultural heritage committee. Dance intangible cultural heritages should be selective and graded by systemic investigation. Designation notification for intangible heritages should be issued. Reasons for release should be concrete and should be connected with relevant laws.
Although these suggestions may not completely solve the problems in the policies on preservation and promotion of traditional culture, they will resolve the problems to some degree. While preserving the original forms of intangible cultural heritages including traditional dances that have been in our life and history, the autonomy, fairness, and rationality of the system for preservation and transmission should be maximized. Especially, the items that are poorly preserved due to the decrease of social demands should be considered in polices for support and the preservation in record should be reinforced.
