Legislated in 1973, the Act was significantly revised in 1978. 1986 and 1992 related to independent living. The developmental features of the Act can be summarized as follows: reinforcement of support for individuals with severe disabilities through supported employment, establishment of direct involvement and consumer control. and diversification of realm of disability rights by way of guaranteeing the benefits for individuals with disabilities as well as prohibiting for discrimination in many areas such as employment, facilities, transportation and communication.<br/>
