북한 정치의 심리학적 고찰 : 평화와 대화를 위한 비대칭전략에 대한 함의

국문 초록 (Abstract)

북한을 ‘극장국가’로 분석하는 등 소위 상징적⋅인지적 요소가 행위자의 선택에 미치는 영향을 중심으로 북한 정치에 접근하는 새로운 경향이 대두하고 있다. 필자는 최근 심리학 연구에서 밝혀진 인간의 다양한 인식 편향에 의거하여 북한 정치의 작동 메커니즘을 논의하고자 한다. 이는 북한 정치에 대해 개인 수준에서 설명하려는 노력의 일환이다. 심리적 요인은 정치경제적 요인과 중첩적으로 작동하여 북한의 공포정치와 지배의 안정성에 기여한다. 여기서는 정치 경제적 설명 대신 심리적 요인에 대한 분석에 집중한다. 북한 정치에 대한 미시적 이해는 북한의 위협에 대한 한국의 대응을 보다 구체화할 수 있는 길을 제공한다. 이 글의 말미에서는 북한을 평화와 대화의 장으로 유도하기 위한 우리 의 ‘비대칭전략’을 모색코자 한다.

다국어 초록 (Multilingual Abstract)

We are currently witnessing an emerging trend with regard to approach to North Korean politics, which places emphasis on the influence of the so-called symbolic, cognitive elements on actors’ choice, including the redefinition of North Korea as a “theatre state.” The author would like to discuss the operating mechanism of North Korean policies based on human being’s diverse cognitive bias as identified in recent psychological studies. This is part of the effort to explain North Korean politics on a personal level. Combined with political and economic factors, psychological factors contribute to the stabilization of North Korean terror politics and control. This paper focuses on the analysis of psychological factors rather than the description of political and economic situations. A micro-understanding of North Korean politics paves the way for the Republic of Korea to come up with more specific responses to North Korean threats. At the end of this paper, the author would like to present our “asymmetric strategies” designed to attract North Korea to the table of peace and dialogue.
