The purpose of this study is to develope an index for practical locality for social workers as a human service profession. The degree of practical locality is a critical ingredient for professional social work practice, which is highly practice-oriented. To accomplish the purpose, the two-step development process is carried out. The first is to conceptualize and clarify the meaning of practical locality with aids of diverse relevant theories and previous studies. The second is to test the developed index empirically in terms of validity and reliability.
