      The Korean small and medium enter prices which consist of 98% point have suffered from difficulty in human resources development. It is very important that the small and medium enter prices should solve the shortage of man power, capital and technology.
      Under the circumstance, to solve the problems, I would like to propose the followings
      1) Reinforcing education and training at inner company.
      2) Enlarging organization of professional training and education at external company.
      3) Total management and development of human resources controlling.
      4) Positive supporting policy about the talented workers.
      5) Innovation of systemematic management the talented workers.
      6) Establishment and management of engineers in small and medium size business firms.
      7) Making special regulations about supporting policy small and medium size business firms.
      8) Technical development and enlargement of innovation supporting.
      The success in the development of human resources in Korea can be achieved only by the united efforts systems in the field of industry, government, education and local government.
