지방의원의 유형별 의정비 산정기준에 대한 모형정립에 관한 연구 = A Study on Establishing a Model for Establishing the Criteria for Calculating Medical Expenses by Type of Local Lawmaker

국문 초록 (Abstract)

본 연구의 목적은 지방의원 유형별 의정비산정기준에 대한 메트리스 분석”을 통하여 지방자치단체의 행정규모와 지리여건별로 합리적인 지방의원 의정비산정기준 모형개발을 하는 데 있다. 연구방법은 의정비산정 국가의 법령 기준, 유급제, 의정비심의위원회, 의정비 관련 설문조사, 의정비결정방식, 의정비결정요인 등에 대한 선행연구들을 검토하였다. 또한 이 연구에서는 지방의회 의비산정기준과 관련 제안모형들과 영향관계를 나타내는 연구들도 검토되었다. 연구결과는 대구광역시와 경상북도 지방의회 및 대구광역시와 경상북도 지방의회 지방의원 의정비산정과 관련된 법령검토, 의정비심의위원회 현황조사 합리적인의정비산정기준 모형을 제시하였다. 이러한 연구결과의 기대되는 효과로 지방자치의 발전과 정착을 위해의정비산정기준의 제도화를 확립함으로써 지방의회중심의 지방자치, 지방의원과 주민의 일체화, 지방의원의 능력향상을 기대된다.

다국어 초록 (Multilingual Abstract)

The The purpose of this study is to develop a reasonable model of local council compensation by administrative size and geographical conditions of local governments through a "metric analysis of compensation standards by type of local council". The research methodology was to review previous studies on the legal standards, paid system, parliamentary review committees, parliamentary surveys, parliamentary decision-making methods, and parliamentary decision-making factors in countries with parliamentary expenses. The results of the study include a review of the laws and regulations related to local council expenses calculation, a survey of the status of local councils in Daegu Metropolitan City and Gyeongsangbuk-do, a review of the local council expenses calculation in Daegu Metropolitan City and Gyeongsangbuk-do, a survey of the local council expenses review committee, and a model of reasonable expenses calculation standards. The expected effects of these findings are the development and settlement of local autonomy, local council-centered autonomy, integration of local councillors and residents, and improvement of local councillors' abilities by establishing the institutionalization of the criteria for setting local council fees.
