정책네트워크의 지속성과 변화: 이동통신 신규사업자 선정을 중심으로 = The Continuity and Change of Policy Network: A Case Study on New-entry Policy of Mobile Telecommunication Business

국문 초록 (Abstract)

본 연구는 두 차례에 걸친 셀룰러 제2이동통신과 PCS, IMT-2000 사업자 선정 사례를 중심으로 정책네트워크의 지속성과 변화를 살펴보았다. 분석 결과 정보통신산업의 자유화 과정의 하나로 진행된 이동통신 사업자 선정을 둘러싼 네트워크는 미시적 수준에서의 요동이나 외부환경의 변화에 빠른 영향을 인정하면서도 역사적으로 형성되어 온 제도에 영향을 받아 내생적인 변이를 거듭해 왔다. 독점체제하에서 형성되어 온 `체신-산업복합체(postal-industrial complex)`와 정부의 주도적인 개입이라는 제도적 특성은 선정 전반에 걸쳐 쉽게 변화하지 않고 지속되는 유전자(genes)의 역할을 해 왔다. 이와 함께 정책네트워크의 주변부는 대내외 환경변화와 과거 정책에 대한 학습으로 끊임없는 변이와 요동을 보여 주었다. 이처럼 정책네트워크는 쉽게 변화하지 않는 핵심(core)과 끊임없는 변이와 요동을 거듭하는 주변부(periphery)가 상호 작용하면서 독특한 제도적 형태로 진화되어왔다.

This study analyzed the continuity and change of policy network over new-entry for mobile telecommunication business, showed that the policy network has been evolved through the interaction between relatively stable core and flexible periphery subject to environmental changes. The former aspect includes government aggressive intervention and ‘postal-industrial complex’ that was formed under the monopoly industry. It has been relatively durable over time, has provided genetic stability and path-dependency, and has composed of the core of policy network over newentry case for mobile telecommunication business. The periphery aspect of policy network showed incessant fluctuations and mutations that were affected by external and internal environment, and learned through trials and errors. The degree and method of government intervention and policy actors’ specific roles have been changed as the periphery of policy network does.
