독일 공동체 에너지와 지방분권화의 과제 = German Community Energy and Challenges of Local Decentralization

Since the election of Moon Jae-in president, the decentralization and energy transition have been set as a key policy, decentralization of energy has become a key issue in the era of decentralization and local government. Municipalities - Citizens' Cooperation Energy transition experiments are actively being sought, and energy-based cooperative associations and energy self-reliant villages are expanding. Community energy is attracting attention as a driving force of change that enables energy decentralization. German community energy is moving toward more decentralization and regional innovation, resolving conflicts with citizens, and developing public-private partnerships to cooperate, share and welfare. There are about 1,000 renewable energy facilities owned by citizens in Germany and citizens own about 50% of all renewable energy facilities in Germany.
The decentralization policy tasks of the central government and local governments derived from the German energy analysis are summarized as follows. First, renewable energy and integrated energy business laws and plans on the central government level need to be reformed, including regulations on community energy support. Second, it is required to expand the energy cooperation to reinforce the regional energy plan for reorganization between the central government and local governments, and the policy coordination between local governments and local governments.
Third, it is necessary to expand education and information service that can share experience and know-how of community energy expansion, and establish regional energy cooperation organizations to communicate with citizens. Fourth, it is required to develop a regional circular economic model through community energy innovation and expand stable and long-term employment in the region.

국문 초록 (Abstract)

신기후체제 출범으로 세계 각국의 에너지전환 노력이 가속화되고 있다. 국내적으로 문재인 정부가탈원전, 탈석탄 에너지전환 정책과 지방분권화를 주요 국정과제로 추진하고 있다. 이러한 흐름에서 에너지분권, 에너지자립이 우리 시대의 화두가 되고 있다. 공동체 에너지는 지역 에너지분권과 자립을 통해 에너지전환을 가능하게 하는 변화의 힘으로 주목받고 있다. 독일 공동체 에너지 확대 사례는 에너지분권과 자립이 지방분권화의 근간임을 보여주고 있다. 독일의 경우 현재 시민이 전체 재생에너지설비의 절반 가량을 소유하고 있다. 시민이 소유한 재생에너지설비가 약 1,000개에 이르고 있으며 100% 재생에너지 지역이 독일 전체 면적의 36%로 확대되었다. 분석 결과 독일 공동체 에너지는 다음과 같은 구성요소와 특징을 가진다. 첫째, 행위자의 참여, 인식, 실천 측면에서 공동체 에너지의 행위자는 지자체, 시민에너지회사, 에너지협동조합, 시민으로 다양해지고 있으며 에너지 정책결정과정에 참여가 증가하고 있다. 둘째, 기술적 측면에서 공동체 에너지는 재생에너지 전력 및 열 생산, 에너지효율화, 에너지절약부문에서 민관협력모델을 통해 확대되고 있다. 셋째, 경제협력 측면에서 공동체 에너지는 주로 에너지협동조합과 지역 에너지회사의 형태로 추진되고 있으며 공동체 에너지를 통한 이익은 재벌이나 거대에너지회사가 아니라 지역에너지회사와 시민의 이익으로 공유되고 있다. 따라서 공동체 에너지의 확대가 에너지정책의 공공성과 지역 경제발전을 확보할 뿐만 아니라 에너지정책의 수용성을 제고하는 방안이 되고 있다. 독일 공동체 에너지 정책은 전력 및 열에너지 생산과 소비가 정책과 법제도 설계에 따라공동체 에너지의 한 형태가 될 수 있음을 보여주고 있다. 그러므로 공동체 에너지를 소규모 시민운동차원이 아닌 지방분권화와 지역 에너지전환의 핵심 전략으로 새롭게 접근해야 할 것이다
