소득보장의 정치철학- 스튜어트 화이트의 공정한 호혜성 개념에 대한 비판적 고찰 - = A Political Philosophy of Basic Income Maintenance: Stuart White’s Civic Minimum and Fair Reciprocity

국문 초록 (Abstract)

소득보장의 사회적 및 개인적 가치는 직관적으로 자명한 것으로 흔히 간주되거나, 정착된 복지제도가 향후 적대적 이념공세에 의해 축소되지 않기 위해서는 근로연계가 필수적이라는 현실주의적 고려사항에 의해서 정당화되어 왔다. 그러나 국가와 그 제도적 편제가 규범적 정당화의 요구를 피할 수 없는 것처럼, 소득보장의 권리 뿐 아니라 그에 상응하는 책무도, 사회의 기본구조를 규제할 정의로운 규범적 틀로부터 정당화되어야 한다. 그러므로 이 논문은 소득보장 정책의 규범적 핵심에 관한 최근의 유력한 이론을 요약하여 예시하고, 그것을 건설적으로 비평함으로써, 소득보장의 권리와 책무 중 어느 한 쪽의 직관적 가치에 대한 편향적 애착을 경계하면서, 시민성의 공공철학에서 소득보장 및 근로연계복지가 갖는 위상과 정치적 의미를 성찰하고자 한다.

다국어 초록 (Multilingual Abstract)

Distributive Justice theorists(in this essay, luck-egalitarians and Stuart White as a communitarian) seek to solve, minister, or go beyond paradoxes of economic citizenship and their consequential right-obligation contradictions. This essay examines the promises and limits of these egalitarian citizenship theories, especially centered on the notion of justice as fair reciprocity by Stuart White. The problem of how to secure decent work obligations system in the absence of antecedent good welfare rights system by way of which good governmental implementation of obligations is shaped is critically examined by his elaborated, if not totally acceptable, communitarian theory of distributive justice. According to White’s theory and its implications, those who map the so-called workfare and standard work expectation as a tension between and equality and efficiency must from now assume that there be correlational moral requirements across various upper and lower classes within the political community and then its members be required to accept correspondence between welfare rights and work obligations as a possible pair only within both ideal and non-ideal theory domains.
