한국의 최저생계비개념에 대한 비판적 고찰 = An Inquiry into Korea’s Minimum Cost of Living

다국어 초록 (Multilingual Abstract)

Since the enactment of the National Basic Livelihood Security Act in 2000 , there have been considerable controversy over the measurement of the Minimum Cost of Living by market basket method on which the National Basic Livelihood Security System is founded. But there have only been mild improvements and the arguments remain unresolved. The purpose of this study is to find out the origins of the controversy. For that, the arguments over the measurement of the Minimum Cost of Living are analysed and such basic concepts as National Minimum, Guaranteed Minimum Income, Poverty Line and Minimum Income Standards are reviewed in terms of their relationships. The results show that Korea’s Minimum Cost of Living is muddled or mendacious.

국문 초록 (Abstract)

국민기초생활제도의 토대가 되는 최저생계비 계측에 관하여 지난 8년 간 문제가 제기되어 왔으나 부분적인 개선에 그치고 최저생계비 연구자들과 비판자들 간의 견해의 차이는 평행선을 지속하고 있다. 본 연구는 견해차이의 근원을 찾을 것을 목적으로 최저생계비 계측과 관련되어 기존의 문제점들과 저자가 보는 문제점들을 종합적으로 정리하고 최저생계비와 관련된 국민최저, 최저소득보장, 빈곤선, 최저소득기준 등 기초개념들 간의 관계를 분석하였다. 그 결과 개념의 혼란 또는 거짓말이 문제발생의 근원임을 찾아내었다.
