The purpose of this study is, by comparing the recognition and policies on social exclusion which is considered as alternative paradigm concerned with the poverty problem, to examine the resemblances and differences among France, Italy and Sweden. The result of this study is as follows. First, in the domain of public opinion on social exclusion, it is France in which people takes attention mostly. On the contrary, in the case of Italy and Sweden the degree of attention is weak but with different reason, strong solidarity between families and communities, the development of informal economy, strong regionalism in case of Italy, and low unemployment ratio, universal and generous social security, public consideration of social exclusion as marginalization in case of Sweden. Second, comparing the policies on social exclusion among this countries, it is France that implements concrete laws and institutions at the national level on social exclusion (RMI in 1988 and law against social exclusion 1998) with the its comprehensive and multidimensional characteristics. In Italy, there is little measures and national policies. Notwithstanding it is too interesting to find the activation of social corporation. In Sweden, there is no particular law and institution targeting for social exclusion. Active labour market polices and social assistances play great role in corporation the marginalized into the society. This result will help to proceed the following study with the purpose of analysing, evaluating the Korea`s poverty policies in the perspective of social exclusion.
