교통안전관리규정 이행수준이 교통사고 발생비용에 미치는 영향에 관한 연구 - 운수회사의 안전경영이 안전성과에 미치는 영향을 중심으로 - = A Study on the Impact of Traffic Safety Management Regulation on the Traffic Accidents - Focusing on the Impact of Transportation Companies' Safety Management on Safety Performance -

국문 초록 (Abstract)

본 연구는 운수회사의 교통안전과 산업안전의 주요 요인을 종합하는 운수회사 안전경영시스템을 제시하고 통합적 관점의 실증분석을 시행하여, 운수회사 안전경영시스템 수준이 교통사고 발생에 미치는 영향과 효과성을 검증하였다. 한국교통안전공단에서 운영 중인 주요 시스템을 활용하여 2020년부터 2024년까지의 화물업종을 제외한 운수회사 9,650개 기업-연도를 표본으로 하는 패널데이터를 구축하고, 운수회사의 교통안전관리규정 이행수준과 교통사고 발생비용의 관계에 대해 회귀분석을 시행하여 다음과 같은 결론을 도출하였다. 첫 번째로, 모든 업종 중 버스회사의 교통사고 발생비용이 가장 높으며, 동시에 안전경영시스템이 가장 잘 갖추어져 있음을 확인하였다. 두 번째로, 교통안전 및 산업안전과 연관성이 높은 교통안전관리규정 이행수준이 교통사고 발생비용에 유의한 음(-)의 영향을 미치는 것으로 나타났다. 마지막으로 회사 규모, 부적격 운수종사자 및 법규위반이 운수회사 안전경영시스템에 유의한 영향을 미침을 확인하였다. 본 연구는 국가 교통데이터를 활용하여 운수회사의 안전경영시스템의 효과성을 분석한 최초의 실증연구로, 교통안전과 산업안전을 종합하는 운수회사 안전경영시스템이 교통사고 감소에 직접적으로 기여할 수 있음을 실증하였다는 점에서 공헌점과 차별점을 가진다. 또한 본 연구는 향후 운수회사의 안전을 지원하는 국가정책 방향과 운수회사의 안전활동이, 교통안전과 산업안전 등 각 요인을 종합하는 통합적 안전경영시스템의 정립과 이행으로 전환될 필요가 있음을 제언한다.

This study aimed to investigate the impact of transportation companies' safety management systems on traffic accident costs. This study constructed a panel dataset using national data managed by the Korea Transportation Safety Authority. Regression analysis was conducted to examine the relationship between the level of compliance with traffic safety management regulations and traffic accident costs using a sample of 9,650 firm-year observations from transportation companies, excluding those in the freight sector, from 2020 to 2024. The results of this study are as follows. First, bus companies had the highest traffic accident costs while also maintaining the most well-established safety management system. Second, the level of compliance with traffic safety management regulations had a significant negative effect on traffic accident costs. Finally, company size, the number of unqualified drivers, and traffic violations had significant effects on the level of the safety management system. This study is the first empirical study to analyze factors related to traffic safety and industrial safety using national transport data. The findings suggest that a higher level of safety management can contribute to reducing traffic accident costs. This study suggests that future national policies and safety activities of transportation companies should shift toward establishing and implementing a safety management system.
