한국 자동차업체의 글로벌 생산과 노동조합의 대응정책: 현대자동차의 사례를 중심으로 = The Global Production of Korean Automaker and Union’s Counter Policies: A Case Study of Hyundai Motors

Faced with increases in global business and overseas production in the Korean car industry, trade unions need to develop new strategies. Unions’ responses have so far focused on defending the status quo of production and making collective agreements whose effectiveness is being questioned. The passive and defensive responses have not enabled unions to bring the global production strategy under control. The current situation has called for developing labor-participative formation strategies which could lead to a sustainable employment and investment of industrial location.
This study aims to investigate the way in which the growing overseas production has affected industrial relations and to examine unions’ responses required for dealing with major problems facing unions and industrial relations. To this end, this critically reviews existing literature on changes in industrial relations and unions’ responses in relation to global production in the car industry and then proposes an analytical framework for this study. Secondly, it examines some issues of global production and its effects on domestic industrial location before moving on to the analysis of unions’ responses to overseas production strategy by conducting a case study of Hyundai Motors. Lastly, this suggests what unions need to develop sooner not later against the backdrop of a growing global production.

국문 초록 (Abstract)

한국자동차산업의 지구화와 해외현지생산은 노동조합으로 하여금 보다 적극적이고 능동적인 대응전략을 요구하고 있다. 지금까지 노동조합의 대응은 단순히 생산물량을 유지하거나, 실효성이 떨어지는 단체협약조항을 명문화하는데 머물렀다. 방어적이고 현상유지적인 노동조합의 대응으로 지구화시대 글로벌 생산전략을 제어할 수 없기 때문에, 산업입지의 지속가능한 고용과 투자를 담보할 수 있는 노동참여적 형성전략이 보다 적극적으로 제기되어야 한다. 바로 이러한 문제의식에 따라 본 논문은 한국자동차산업의 글로벌 생산전략에 의한 해외현지생산이 노사관계에 어떤 영향을 미치고 있으며, 이로 인한 문제점을 극복하기 위해서 필요한 노동조합의 대응정책과 전략적 과제를 살펴보고 있다. 이를 위해 먼저 자동차산업의 글로벌 생산과 관련된 노사관계의 변화 및 노동의 대응에 대한 기존 연구들을 검토하고 현대차의 초국적 현지생산에 대한 노조의 대응전략을 분석하기 위한 개념을 도출한다. 이어 현대차그룹의 해외현지생산의 문제점을 살펴보고 국내 생산입지에 대한 영향을 분석한다. 그리고 자동차산업의 글로벌 생산전략에 대응하기 위한 노조의 대응전략을 살펴보기 위해 현대자동차의 해외현지생산에 대한 사례분석을 한다. 마지막으로 자동차산업의 글로벌생산에 맞서 노동조합이 능동적으로 추진해야 할 전략적 과제가 무엇인지를 제안한다.
