      When optical coupler is fabricated with the polished single-mode optical fiber, coupling ratio is changed with the polished cladding thickness.
      Exact thickness of cladding can be obtained by the measurement of loss that is caused by the drop of liguid with appropriate index oil on the polished surface of optical fiber.
      In this paper, we proposed certain parameter that can obtain the wanted coupling ration by measurement of loss.
