이 연구는 새천년개발계획을 성취하기 위한 아프리카국가들의 진도차이를 분석하여 발전을 촉진함은 물론, 새천년개발계획의 성취를 지원하기위한 제도 강화, 거버넌스, 대내외갈등 해소, 경제성장 등을 논하고자 한다. 일반적으로 새천년개발계획의 중요성에 대해서는 아무도 부정하기 어려울 것이다. 그러나 아프리카에서의 발전을 도모하는 전문가들은 상징적으로 말해서 수레가 말 앞에 있는지 말 뒤에 있는지를 심각하게 따져 보아야한다. 좋은 거너번스, 강한 제도 그리고 갈등없는 환경에 의해 지원된 경제개발은 새천년개발계획이라는 마차를 끌고 갈 수 있는 말이될 수 있는 동시에 성취를 유지 보장할 수 있는 도구가 될 수 있다. 그런데 유의할 점이 있다. 최빈국들에게 기본적으로 필요한 것들을 제공해 주는 단기적 구제는 필요하지만, 구제가 능사가 아니다. 본 논문이 강조하고자하는 것은 지속가능한 장기발전을 위해서는 생산구조와 수요역량 등의 변화에 좀 더 심각한 주의를 기울일 필요가 있다는 점이다.

This paper examines the institutional strength, governance, internal and external conflict, and economic growth to support the achievement of MDGs, as well as bringing development by analyzing the disparity among some African countries' progress towards achieving MDGs. In general, nobody will deny the importance of MDGs, but in Africa, development actors should intensely analyze, as the saying goes, 'whether the cart is ahead of the horse". Economic development supported by good governance, strong institutions and a conflict free environment can be the horse to pull the MDGs cart and can be an instrument to sustain and ensure spillover achievements. Provision of basic needs to the least developed countries might be necessary for short-term relief, but, for a sustainable, long-term development, the development community needs to pay more serious attention to the transformation of a productive structure and capabilities.
