2014년 유럽의회 선거결과와 함의 = The Challenges of 2014 European Elections

국문 초록 (Abstract)

2014년 5월 8번째 유럽의회선거가 EU 28개 회원국에서 실시되었다. 본 논문은 2014~2019 유럽의회 선거가 과연 기존 유럽의회 선거와 크게 차별화되는 선거였는가를 선거 결과, 선거 직후 나타난 유럽의회 내의 정치그룹 형성 행태, 새로운 유럽의회의 첫 3개월간의 의정 활동을 살펴봄으로써 검증하고자 한다. 선거 결과 면에서 이순위 선거의 특징 탈피 여부, 선거 결과가 유럽의회 내부 정치와 이후 EU 정치 전반에 가져온 변화, 새로 구성된 유럽의회가 향후 EU 정치 동학과 정책 결정에 끼칠 영향이 주요 분석 대상이다. 결론적으로 이번 선거는 낮은 투표율과 국가별로 파편적으로 진행된 선거 운동 면에서 이순위 선거의 특징에서 완전히 탈피하지는 못했다. 다만 유럽통합이 반통합정서를 내세운 극단주의 정당의 부상으로 선거의 중심 이슈로 등장했다. 새 유럽의회는 여전히 친EU성향의 주류 정치그룹이 주도할 것이나 유럽회의주의 의원수의 증가로 이들의 요구를 완전히 묵살할 수는 없을 것이다.

다국어 초록 (Multilingual Abstract)

In May 2014, the eighth European Parliament elections for 2014-2019 were held in 28 member states of the European Union. This paper seeks to analyze and evaluate the results of the 2014 European Parliament elections, and predict how the election results will affect the overall direction of EU’s political operation and European integration. It examines how different the 2014 elections were from the previous ones by analysing the election results, the formation of EP political groups, and the voting behaviour of members of the new EP during the first three month of their term. It finds that the characteristics of second-order election persisted in the 2014 elections albeit to a less degree than before. The elections reemphasized the increase in animosity against the mainstream political party and skepticism toward European integration with the rise of anti-EU parties. Nonetheless, the legislative politics in the EP will continue to be dominated by mainstream parties at the centre.
