규범권력과 규범공공외교: 주브라질 EU대표부의 디지털 공공외교 활동을 중심으로 = Normative Power and Normative Public Diplomacy: The Case of Digital Public Diplomacy of the EU Delegation in Brazil

The EU and Brazil have maintained a cooperative relationship since the establishment of a strategic partnership in 2007. The main purpose of this study is to analyze the EU's public diplomacy in Brazil using the conceptual framework of 'normative public diplomacy'. Specifically, after reviewing the major areas and focus of digital public diplomacy conducted by the EU delegation in Brazil, this article attempts to derive the main characteristics of the EU's normative public diplomacy. To this end, 835 messages posted on the Facebook page of the EU Delegation in Brazil for about a year and seven months from June 2020 to December 2021 were analyzed using text mining techniques. As a result of the study, it was confirmed that the EU focuses on the sharing and spread of the following normative values in developing public diplomacy in Brazil. The first is the spread of a series of political values and norms, such as democracy, human rights, women, and equality. The second is the spread of values for today's global environmental and climate change norms. Finally, it is the spread of new international development norms and values centered on SDGs. Based on these research findings, this study argues that the EU's public diplomacy in Brazil should be understood as normative public diplomacy aimed at enhancing normative power and further spreading universal values.

국문 초록 (Abstract)

EU와 브라질은 2007년 전략적 동반자관계 수립을 기점으로 지속적인 협력 관계를 유지해 오고 있다. 본 연구의 주요 목적은 EU의 대브라질 공공외교를 ‘규범공공외교’라는 개념적 틀을 활용해 분석하는 것이다. 구체적으로 주브라질 EU대표부가 수행하고 있는 소셜미디어를 활용한 공공외교, 즉 디지털 공공외교의 주요 분야와 초점을 검토한 후 이를 통해 EU의 규범공공외교에 대한 특성을 도출하고자 하였다. 이를 위해 2020년 6월부터 2021년 12월까지 지난 약 1년 7개월간 주브라질 EU대표부의 페이스북 페이지에 포스팅된 835건의 메시지를 텍스트마이닝 기법을 활용해 분석하였다. 연구 결과, EU는 대브라질 공공외교를 전개해 나감에 있어 다음과 같은 규범적 가치의 공유와 확산에 초점을 맞추고 있는 것으로 확인되었다. 첫째는 민주주의, 인권, 여성, 평등과 같은 일련의 정치적 가치와 규범의 확산이다. 둘째, 오늘날 전 지구적 환경 및 기후변화 규범에 대한 가치의 확산이다. 마지막으로, SDGs를 중심으로 한 새로운 국제개발 및 발전 규범과 가치의 확산이다. 이를 통해 본 연구는 EU의 대브라질 공공외교는 규범권력을 제고하고, 나아가 보편적 가치의 확산을 목적으로 하는 규범공공외교로 이해해야 함을 주장하였다.
