The research seeks into the culture organization support policy of government for the development of the local performing arts, and also concretely looks into the solution for the external development of the local culture and the qualitative development and independence of sustainable performing arts.
The support policy of local foundation in the past began with small cases, but the tendency to mainly focus on the distribution of policy brought about problems; therefore, the efforts to strengthen the community's ability, competitiveness and the base of stable creative activity through the concentration promotion business were suggested. In addition, post support policy was introduced for the complementation of review system and enhancement of qualitative support policy through the creative demands and inspiration of performing arts. The current promotion support business of theater resident organization, which began as a development support business through the partnership between the theater and performing arts organization, is currently finishing its fourth year. Previous preceding theses focused on the needs of introduction of resident organization and expectation of effect and the exploration of these needs through the domestic and international cases. In addition, the research significantly offers an annual performance and the actual basis of art organizations that have been active for four years after the implementation of the theater resident organization promotion support business with Incheon as the center of the research. Furthermore, the research concentrated on the effective aspect and issues of the actual support system with management case of Incheon theater resident art organization as the center.
The city of Incheon has implemented the theater resident organization promotion support business since 2010 through the Incheon Culture Foundation. At present, six theaters and seven resident organizations are selected and their involvement in their areas are fully active. They continuously develop at least one or more of creative work and repertoire and provide local residents with qualitative culture and art through art education and a variety of businesses. They also work on the enhancement of organization's ability through contributing workshops or international exchange. However, annual renewal brings out difficulty in the long term plan of business due to its discontinuity in terms of the support system. Anxiety for unstable foundation creates distraction from creating work. A lack of understanding about the distribution of supporting fund between the organization and the theater and the conflicts caused by inefficiency need to be improved. In order to have an efficient development of resident organization support business from now on, a certain period of plans through the establishment of exclusive theater and a policy method that expands the local community into an art city through the networking between the local institutions are required.
