중일 전면전쟁 발발 직후 국민정부의 한국독립운동 지원과 그 성격 - 조선의용대 창설·운영에 대한 군통·군사위원회의 “지원”과 대적선전전(對敵宣傳戰)에의 “동원” - = The Establishing of the Korean Volunteer Corps and the Chinese Nationalist Government’s Mobilizing the Korean Independence Movement into Anti-Japanese War

국문 초록 (Abstract)

한국독립운동사에서 가장 중요한 성과 가운데 하나로 꼽히는 조선의용대의 창설과 관련하여 그 동안의 연구들에서는 김원봉 중심의 의열단 및 조선민족혁명당의 무장 부대 창립 노력과 그에 대한 중국 국민정부의 지원을 강조해 왔다. 이 글에서는 조선의용대 창설과 관련한 국민정부 측의 의도가 무엇이었는지를 집중적으로 다루어 보고자 하였다. 그 결과, 이 글에서는 항일전쟁에서 국민정부의 기본 전략으로 정해졌던 “장기항전” 전략에 따라 한인 청년들을 항일전쟁, 특히 대적선전전에 동원하려는 국민정부의 노력의 결과로 조선의용대가 만들어지게 되었다는 점을 확인하였다. 국민정부 군사위원회와 군사조사통계국에서는 한인 청년들에 대한 항일전 동원을 염두에 두고 1937년 12월 수도 남경 함락 직후부터 중앙군관학교 특별훈련반 안에 한인훈련반을 만들어 80여 명의 한인 청년들을 훈련했다. 뿐만 아니라 한인반 안에 일부 중국 청년군관 들을 포함시켜 훈련함으로써 한국독립운동 담당 전문요원으로 육성하였으며 이들은 1938년 10월 조선의용대 창설과 함께 만들어진 조선의용대지도위원회의 위원으로 임명되어 조선의용대를 지원 내지 감독하는 역할을 수행했던 것이다. 무한 보위전에서부터 시작된 조선의용대의 활동은 중국 측의 의도대로 대적선전전에 동원되는 형식이었으니 각 전선에 분산 배치되어 일본어로 선전구호를 외치거나 반전 유인물을 뿌리고 적의 동향을 보고하는 등의 정보 선전전에 집중되었다. 이런 사실을 통하여 우리는 중일 전면전 발발 직후 진행된 국민정부의 한국독립운동 지원 정책이 사실은 대적선전전이라고 하는 중국 측의 군사적 필요를 위해 한인 청년들을 “동원”한 것이었다는 점을 확인할 수 있다.

다국어 초록 (Multilingual Abstract)

In connection with the establishment of the Korean Volunteer Corps(朝鮮義勇隊), which is considered one of the most important achievements in the history of the Korean independence movement, previous studies have emphasized the efforts of the Korean National Revolutionary Party to establish armed units centered on Kim Won-bong, as well as the efforts of the Chinese Nationalist Government to support it. In this article, I tried to intensively find out what the intention of the Chinese Nationalist Government in relation to the establishment of the Korean Volunteer Corps was. As a result, this article confirmed that the Korean Volunteer Corps was created as a result of the Chinese Nationalist Government’s efforts to mobilize young Koreans in anti-Japanese war, especially in “the propaganda against enemy(對敵宣傳戰)”, in accordance with the “long-term resistance” strategy set as the basic strategy of the Chinese Nationalist Government in the anti- Japanese war. Through this fact, we can confirm that the Chinese Nationalist Government’s policy to support the Korean independence movement, which took place immediately after the outbreak of the Sino-Japanese All-Out War, was actually “mobilizing” Korean youth for the military needs of the Chinese side, called the propaganda against enemy.
