BSC를 활용한 공공서비스 핵심성과지표 개발에 관한 연구 = A Study on Development of Key Performance Indicator Using BSC for Public Service: A Case of Elderly Welfare Service

국문 초록 (Abstract)

본 연구의 목적은 Kaplan과 Norton(1996)의 균형성과표(BSC)를 적용하여 통합적 노인복지서비스 성과평가를 위한 핵심성과지표(KPI)를 개발하는데 있다. 이러한 연구목적을 달성하기 위해 광주지역의 노인복지시설 관리자, 노인복지 담당공무원, 사회복지 관련 학계전문가를 대상으로 델파이 3라운드 조사를 통하여 관점별 KPI를 개발하였다. 그리고 전문가 패널을 대상으로 중요도 조사 후 의견일치를 확인하기 위하여 켄달의 W 검증 분석을 하였고, 전문가 집단의 의견 차이를 맨-휘트니 검증을 통하여 분석한 결과 전문가 집단간의 인식차이는 발생하지 않음을 확인할 수 있었다. 본 연구는 향후 성과평가를 바탕으로 노인복지정책 방향 및 복지사업 프로그램을 수정 및 보완할 수 있는 방법론적 틀을 제공하였고, 균형적인 성과측정의 방향에 대한 접근을 시도하여 이를 통해 전문적이고 종합적인 노인복지 관리체계 구축에 기여할 수 있을 것이라는 시사점을 제언한다.

The purpose of this research is provide practical implications for the management of elderly welfare service by developing a key performance indicator which is to measure the performance of management of elderly welfare service in local government. To attain the purpose of the study, the survey was conducted three times to find out performance indicators by university professors in the social welfare and administration employees working in elderly welfare organizations, public elderly welfare workers in many years. For deriving KPI from variable performance indicators, Kendall`s W analysis and Man-whitney test have been used first and differences between three expert groups was identified. Consequently, from this study, what and how to measure for value enhancement are contributed to elderly welfare service and present process.
