사회복지 서비스 전달에 있어서 바우처 제도의 시장 경쟁성과 수급자 선택권이 서비스 질에 미치는 영향 = The Influence of Market Competition and Consumer Choice of Voucher Program on Service Quality in Social Welfare Service Delivery

국문 초록 (Abstract)

본 연구는 바우처서비스 시장경쟁성과 서비스선택성이 서비스 질에 미치는 영향을 과학적으로 규명한 것으로서 중요한 연구결과는 다음과 같다. ⅰ)조사된 5개의 바우처서비스의 경우 주관적인 시장경쟁성이 보통정도이거나 혹은 약간 낮은 편이다. 또한 수급자 서비스선택성은 바우처서비스에 따라 다르나 낮은 편이다. 서비스 질은 산모신생아도우미서비스의 경우 상당히 높으나 가사간병서비스와 노인돌봄서비스의 경우 약간 높고, 아동인지능력향상서비스의 경우 보통정도, 아동비만관리서비스의 경우 약간 낮다. ⅱ)시장의 경쟁성이 서비스 질에 미치는 영향은 사용된 시장경쟁성의 측정치에 따라 다르며, 동시에 서비스 종류에 따라 서비스 질에 미치는 영향도 다르다. ⅲ)가사간병서비스의 경우를 제외하고는 수급자의 서비스선택성이 서비스 질에 중요하게 영향을 미치고 있다. ⅳ)서비스 수급자의 정보가용성은 가사간병서비스를 제외하면 다른 네 가지 바우처 서비스의 질에 중요하게 영향을 미치고 있다. ⅴ)행정기관의 감시감독은 가사간병서비스의 경우에만 서비스 질이 낮은 서비스공급기관에 많이 이루어지고 있다. ⅵ)서비스 공급기관의 역선택성 정도는 서비스 질에 체계적으로 유의미한 영향을 미치지는 않는다. ⅶ) 결론적으로 바우처 서비스의 질 향상을 위한 전략은 수급자의 선택성 증진과 정보가용성 증진이 바람직하다.

다국어 초록 (Multilingual Abstract)

This study is to find the influence of market competition and consumer choice of voucher program on service quality in social welfare service delivery of Korean local governments. The objects of this study are Mother-Infant Help Service(MIHS), Elderly Care Service(ECS), Attendance and Household Affairs Support Service (AHASS), Improvement Service of Child Cognitive Ability ISCCA), and Health Management Service for Obese Child(HMSOC). The important findings of this study are as following. First, subjective market competitions of five voucher services are a little low or middle level, and the selection abilities of voucher recipient are different depending upon the service itself, but they are a little low on the whole. Second, the influence of market competition on the service quality depends on how to measure the market competition, and it does on service type. In the case of AHAS, any kind of market competition does not influence on the service quality. But objective market competition measured by the rate of market shares influences on the quality of ISCCA and MIHS, and the objective market competition measured by the number of service institutions does on the quality of ISCCA. The subjective market competition influences on the qualities of ECS and ISCCA. Third, except of AHAS, the service selection ability of recipient importantly influences on the service quality. Fourth, the information availability of recipient influences on the qualities of four kinds of services except of AHAS. Fifth, the administrative oversight does not significantly influence on service quality. Finally, adverse selection does not influence all the quality of voucher services.
