방송 영상 아카이브의 역할과 효율적 운영방안

다국어 초록 (Multilingual Abstract)

The study presented the function and the efficient management of broadcasting archive as broadcasting environment has been experiencing rapid changes in recent times, creating a new paradigm of multi-media and multi-channel.
The study method is that the concept, background and history of archive are reserched by literature and reviewed the shape of foreign broadcasting archives and korea broadcasting archive by analysing internet site and literature.
After reviewing literature, internet site and interview previously, through these, led various problems and presentend the model for ideal and efficient broadcasting archive.
The study results are that France, Sweden have a correct understanding about the value of the broadcasting contents and made a law about presention a specimen copy of broadcasting contents so their broadcasting archives are good example of broadcasting archive.
But Korean environment lack recognition about the value of the broadcasting contents so we doesn’t regard them as important cultural assets.
In order that broadcasting archive is to give social function and manage effective, the conversion of broadcasting companies’ recognition is needed for broadcasting archive to function national library of broadcasting contents and have no concern with profits activity of broadcasting companies and use all contents publicly. In this situation, broadcasting companies’ responsibility and role are emphasized as organ of public opinion
Finally, presented management form, method and legal foundations for information gathering, storage, copyright issue, useage, web service, activity, etc. of the effective management of broadcasting archive.

국문 초록 (Abstract)

본 연구는 영상 매체가 극도로 발달되고 그 활용도 점점 더 중요성을 더해가는 시대적 흐름에 맞춰, 방송 영상자료의 국립 도서관 역할을 하는 방송 영상 아카이브의 역할과 효율적 운영방안을 제시하였다.
연구방법은 먼저 방송 영상 아카이브의 이해를 위해 문헌연구를 통한, 아카이브의 개념, 아카이브가 생겨난 배경 및 그 역사, 그리고 영상 아카이브에 대한 정의를 살펴보았다. 그리고 현재 국내？외의 방송 영상 아카이브 기관들을 문헌과 인터넷 사이트를 통해 비교, 분석하였다. 그리고 국내 방송 영상 아카이브의 경우는 해당 기관을 직접 방문하여 실무자와의 면담 및 기관 운영실태를 분석 하였다. 앞에서 다룬 문헌과 인터넷 사이트, 직접 방문을 통한 제반 논의들을 토대로 문제점을 도출한 후, 이에 대한 대안으로 이상적이고 효율적인 방송 영상 아카이브의 방안을 제시하였다.
연구결과는 프랑스, 스웨덴과 같은 국가는 일찍부터 방송 영상 자료의 역사적, 문화적 가치를 인식하고 국가적 차원에서 방송 영상 자료 납본제에 관한 법령을 제정하는 등 방송 영상 아카이브의 운 영은 모범적으로 잘 되고 있다.
그러나 우리의 방송 현실은 방송 영상 자료의 중요성에 대한 인식이 부족하여 이것을 하나의 문화유산으로서의 가치를 인정하고 있지 않고 있기 때문에 방송 영상자료 들은 방송국에서 임의적으로 폐기되기도 하고, 과거 방송 프로그램의 중복 제작 등 자료의 보존 및 활용이 체계적으로 이루어지고 있지 않다.
방송 영상 아카이브가 아카이브의 사회적 기능을 살리면서, 효율적으로 잘 운영되기 위해서는 방송 영상 아카이브가 방송 영상 자료에 대한 국립도서관의 역할을 하는 것으로, 여기에서 수집되는 모든 자료들은 문화유산의 개념으로 모두 공적인 용도로만 사용되 고 각 방송사들의 수익사업과는 전혀 무관하다라는 각 방송사 들의 인식의 전환이다. 이러한 현 상황에서 언론기관이면서 공익 추 구를 우선시 하는 것의 사명인 방송사의 책임과 역할에 대한 중 요 성이 더욱 강조되어진다.
마지막으로 본 논고는 우리가 지향해야 할 디지털 영상 아카이 브 의 방향을 토대로 한 효율적인 방송 영상 아카이브 운영 방안을 아 카이브의 운영형태, 운영주체, 예산, 수집 대상자료 및 수집방법, 보 존장소, 저작권 처리방안, 이용대상, 이용방법, 웹 서비스, 기타활동 등으로 제시 하였다
