It is widely accepted that western countries including the United States dominated maritime strategy since the 16th century. But, this study argues that Korea has had leading maritime figures such as Ambassador Chang Po-Go and Admiral Yi Sun-Shin who sacrificed themselves for national prosperity and security. It is especially meaningful in that this study adopts maritime strategic approach to their contributions in the Korean history so that their accomplishments and values can be reassessed for the future guidance. Analyzing two Korean heroes in two different time frames requires common approach in examining their nature and context. First, security environment deals with domestic and international relations with China and Japan. Second, maritime power is composed of population, ship-building, resources, institutions, shipping and naval power. Lastly, maritime strategy seeks to find out the two leaders' views in setting up objectives, means, and tools in national or naval level.
