개인 및 지역 특성을 고려한 비수도권청년유출 영향 요인 분석 = An Analysis of Individual and Regional Factors Influencing Youth Outflow from Non-Capital Regions

Recently, as the outflow of the youth population from non-capital regions accelerates along with a decrease in the gross population, numerous non-capital cities are facing the threat of local extinction. However, despite the social meaning and importance of the youth outflow issue, research that investigates its factors is still lacking. Especially since most established precedent studies focus mainly on the youth's individual characteristics or estimate regional factors without considering individual traits, research regarding both individual and regional factors is needed. This study examines the individual factors of youth outflow from non-capital regions using the Graduate Occupational Mobility Survey (GOMS) and simultaneously analyzes regional factors through the establishment of urban characteristics at the city, county, and district levels. To consider both individual and regional factors, a multilevel binary logistic model was used. This study reveals that relatively talented youth are moving to the capital region for quality occupations, and furthermore, factors related to occupation and employment are confirmed to influence youth outflow at both the individual and regional levels. In conclusion, to mitigate the youth outflow, policies that supply quality jobs and improve settlement conditions such as local parks should be pushed simultaneously for non-capital regions.

국문 초록 (Abstract)

최근 인구 감소와 더불어 지방도시 청년세대의 수도권 유출이 가속화 되면서, 많은 비수도권 도시가 실질적인 소멸위기에 직면하고 있다. 그러나 지역의 청년세대 유출 문제가 갖는 사회적 의미와 중요성에도 불구하고, 그 영향요인을 실증적으로 규명한 연구는 여전히 부족한 실정이다. 특히 청년세대 유출과 관련한 기존의 선행연구가 주로 청년 개인의 특성에 초점을 맞추고 있거나, 개인 특성을 고려하지 않은 지역적 영향 요인 추정에 방점을 두고 있어, 이를 종합적으로 고려한 연구가 필요하다. 본 연구는 대졸자직업이동경로조사(GOMS) 데이터를 활용하여 지역 청년세대 유출의 개인적 영향요인을 살피는 한편, 시군구 단위의 도시특성 변수 구축을 통해 지역적 영향요인을 동시에 분석하였다. 분석방법으로는 개인과 지역수준의 영향력을 동시에 고려할 수 있는 다수준 이항로지스틱 모형을 사용하였다. 본 연구의 분석결과 상대적으로 우수한 청년 인재들이 양질의 일자리를 구하기 위해 수도권 지역으로 떠나고 있는 것으로 나타났으며, 특히 직장 및 고용과 관련된 변수가 개인적, 지역적 수준 모두에서 청년유출에 강한 영향을 미치고 있다는 점이 확인되었다. 따라서 지역의 청년세대 유출을 완화하기 위해서는 비수도권 지역을 대상으로 하는 양질의 일자리 공급정책과 함께, 공원을 비롯한 정주여건 개선정책이 동시에 추진되어야 할 것이다.
