보건교사 단체의 정체성에 관한 연구 -국제 교원노조 사례에 비추어- = A Study on the Identity of Health Teachers Associations - In light of the case of international teacher union -

국문 초록 (Abstract)

이 논문에서는 우리나라 보건교사 단체의 정체성에 관한 내용을 다루었다. 지금은 그 어느 때보다 우리 국민이 건강한 삶을 찾고자 하는 사회적 경향이 있다. 그 첫걸음으로 초중고의 학교에서 이루어지는 보건교육은 매우 중요하다. 왜냐하면 질병의 예방과 건강한 생활습관은 학생시절부터 교육을 통해 습득하고 숙지하는 것이 가장 좋은 방법 중 하나이기 때문이다. 약 7,000명으로 구성된 한국의 보건교사들은 대부분 보건교사 단체에 소속되어 있다. 보건교사 단체는 크게 세 개로 구분할 수 있다. 한국교총 산하의 보건교사회, 전교조의 보건위원회, 교육부 산하 법적 등록단체인 사단법인 보건교육포럼으로 나눌 수 있다. 이 연구에서는 이 세 단체의 정체성이 어떻게 구성되고 있고, 어떤 지향점을 갖고 있는지 분석하였다. 그 결과 보건교사회는 관료중심의 보수성을 강하게 내포하고 있고, 전교조 보건위원회는 진보성을 갖고 있으며, 사단법인 보건교육포럼은 진보적이면서 동시에 전문성을 인정받고 있음이 밝혀졌다. 이 논문은 이러한 보건교사의 정체성을 둘러 싼 단체 간의 갈등을 어떻게 이해하고 대안을 제시할 것인가를 목적으로 쓰여졌으며, 이론적 토대로서 보건교사 단체를 교총과 전교조에 연계하여 비교·분석하였고, 국제적인 교원노조의 현황에 비추어 고찰하였다.

The paper covered the identity of the health teacher‘s associations in Korea. Now, the Korean people have a tendency to seek a healthy life. As a first step, the health education at schools in elementary, middle and high schools is very important. Because it is the best way to prevent disease and get to know healthy lifestyle through education from the time of student. Therefore, the role of health teachers in school health education is becoming more and more important and becoming a subject of social attention. About 7,000 health teachers are mostly belong to the health Korea Health Teachers' Association. There are three types of health teacher organizations. It can be divided into the Health Teachers' council under the KFTA, the Health Committee of the KTU, and the Health Education Forum, a legal registration organization under the Ministry of Education.
The study analyzed how the three groupss' identities were organized and what their goals were. As a result, it was found that the health teacher 's council has strong bureaucratic conservatism, the Health Committee of the KTU has progressiveness, and the health education forum is progressive and professional. This identity is reflected in the student 's health education and has characteristics.
The issue of identity among health teacher groups is an important criterion for determining the future of school health education in Korea. This paper is based on this purpose. The theoretical foundation of this paper is to compare the health teachers 'organizations with the KFTA and the KTU, and fully refer to the current situation of international teachers' unions.
